Terms of Reference
Background: African Economic Research Consortium (AERC) was established in July 1988, as a public not-for-profit organization devoted to advanced policy research and training.
The principle objective is to strengthen local capacity for conducting independent, rigorous inquiry into problems pertinent to the management of Sub-Saharan African economies.
This is accomplished through a synergistic programme combining economic research with postgraduate training in economics.
AERC aims at improving its operational efficiency and value delivery by leveraging industry best practices in business process design, automation and integration.
Recognizing that effective management of processes and information flows using technology is imperative to realize these outcomes AERC intends to implement an Enterprise Resource Planning System (ERP).
This system will seamlessly integrate processes and information to synergise AERC operations and strategic initiatives whilst maintaining agility and responsiveness to evolving programme requirements.
AERC has since procured a vendor to implement a Microsoft based ERP system and is currently seeking to recruit a competent project manager/consultant firm to oversee this initiative.
This role will be responsible for the successful delivery of the project within specified time, quality and budget criterion and meeting AERC’s overall objectives.
Scope of Work:
- Develop and facilitate implementation of a benefits realization framework for the ERP including project governance and operational processes
- Revise and propose improvements on the current project management methodology providing guidance on project practices using best in class industry standards
- Recommend and oversee the implementation of an automated project management system
- Co-ordinate the execution and integration of the ERP project activities
- Develop and facilitate implementation of a change management process to transition the ERP project into operation
- Develop a project structure for the ERP initiative including specific Roles, Responsibilities and Accountabilities
- Develop and manage the project planning, budgeting enabling effective project execution
- Develop and implement a project performance monitoring system instituting Earned value management processes for the ERP project and post implementation review planning
- Coordinate the efforts of the project teams and ensure strict adherence to the budget, schedule and quality standards
- Establish clear ownership for project activity outputs and execution responsibilities
- Monitor compliance with the defined project plan and project management processes to ensure timely completion of project milestones and final delivery
- Ensure that risks are identified assessed, escalated and addressed promptly
- Develop effective communication mechanisms and products for end user buy- in and stakeholder management
- Capacity Building and mentoring of identified users in project management
- Prepare and submit reports on project status, issues & risks to the project Steering Committee and Senior Management Team
- Provide leadership and guidance to project teams to ensure successful delivery of the project
- Deliverables:
- ERP project charter
- ERP project plans- Implementation, communications, risk, resource and change management
- Detailed project structure outlining roles and responsibilities
- Automated project management system
- Institutionalized benefits realization framework change management process and earned value management
- Project status reports
- Project management methodology
- Operational ERP system meeting AERC functional requirements
- The project Manager / consultant firm will report to the ERP steering committee and a designated internal project manager.
- Estimation of Time Effort
- The project management consultancy is expected to be carried out within a period of twelve months (12) months working part time at the AERC offices.
- Graduate degree in Project Management, Information Technology or Business Administration
- Project Management Professional or Prince 2 certified (CBAP certified is an added advantage)
- At least 5 years of successfully managing ICT projects
- Managed at least 5 successful ERP projects over the past 5 years (Practical knowledge of designing and or implementing Microsoft ERP systems is an added advantage)
- Experience in business process analysis, design and reengineering
- Experience in implementing and working knowledge of automated project management systems
- Experience in using COBIT, TOGAF and SWEBOK will be an added advantage
- Excellent written and oral communication skills
