Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities.

This post i located in Nairobi. Under the overall coordination of the Regional Office for Africa. Under the overall coordination of the Regional Office for Africa and the direct supervision of the Senior Program Management Officer and the Regional Director; and within delegated authority, the Administrative Officer will be responsible for the following duties:
Admin Job Responsibilities

Budget and Finance Management :
Lead, guide, oversee and coordinate the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.
Provide input and guidance in the preparation of donor proposals, legal instruments and financial/budgetary matters to the formulation of the overall strategies, priorities and policies of UN-Habitat and ensure legislative mandates are accurately translated into programme budgets.
Conducts studies, analyses and interprets responses identifying problems/issues and prepares conclusions to improve budget reporting systems and cost-effective utilization of program resources; and monitor and control budgetary allocations through regular reviews and identifies deviations from plans and proposes corrective measures.
Establish and maintain a set of sound policies, procedures, standards and tools consistent with UN policy and practice and provide advice and guidance, including training to staff on budgetary and financial policies and procedures.

Human Resource Management :
Initiate and coordinate actions covering the entire span of human resource activities, e.g., job classification reviews, vacancies, selection and recruitment, placement, performance appraisal, training, etc., in line with UN rules and procedures.
Review recruitment of experts, consultants and independent contractors by reviewing they meet the criteria indicated in the Terms of Reference and ensuring the fee application is in line with the UN rules and regulations
Provide expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Represent the Department at Departmental Panels and appointment bodies.
Review post incumbency reports for purposes of vacancy management and staffing table control.

General Administration
Implement and monitor support services, including procurement of supplies and services, travel, communications, and provision of local utilities and service requirements.
Produce major/complex reports for management, donors and other relevant partners.
Undertake backstopping/monitoring missions and provide expert advice to the Division’s staff and management on human resource administration, financial administration and management information issues and practices.
Provides expert guidance and leadership to more junior staff.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience for Admin Jobs in Kenya

A minimum of seven years of progressively responsible experience in project/program management, administration, finance, accounting, human resources management or related field. Experience in the United Nations Common System is desirable.
Experience with Enterprise Resource Planning (ERP) systems such as Inspira, Integrated Management Information Systems (IMIS) , System Applications and Products in Data Processing (SAP), and Integrated Management Data and Information Systems (IMDIS) Business Information Systems (BIS) or other similar information systems is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable.
