Job Advertisement: Credit / Loans Officer

Background: The Gem Sub-County co-operative Union was registered in November 2014. It is located in Yala, Gem Sub-county in Siaya County. It draws membership from 8 primary co-operatives involved in various enterprises including cereals, dairy, poultry, fish, beekeeping and horticulture.
The Gem Sub-County Co-operative Union through support from its partner has established a revolving fund that it intends to efficiently, effectively and sustainably manage and build on behalf of its members, thus the need to recruit a competent credit/loans officer to oversee, manage and build the revolving funds on behalf of the revolving funds management committee and the overall Co-operative Union management committee.

Reporting: The Credit / Loan Officer will report to the Gem Sub-County Cooperative Union Management Committee through the union General Manager and will working closely with Secretary Managers of all the primary Cooperatives and managers of the village Banks

Specific Responsibilities

  • Develop comprehensive yet specific loan/revolving fund policies in consultation with various stakeholders for the operation of the various credit schemes under Gem Sub County Cooperative Union.
  • Meet with potential loan applicants to obtain information for loan applications and to Counsel Applicants on loan repayments policies and restrictions.
  • Explain to customers the different types of loans and credit options that are available, as well as the terms of those services.
  • Asses and analyze applicants’ financial status, credit, and property status to determine feasibility of granting loans.
  • Obtain and compile copies of loan applicants’ credit histories, corporate financial statements, and other financial information.
  • Recommend loans in consultation with relevant committees and organs for onward approval by the various management levels.
  • Review loan agreements to ensure they are complete and accurate according to policy and update credit and loan files.
  • Compute payment schedules and communicate to concern parties appropriately.
  • Stay abreast of new types of loans and other financial services and products in order to better meet clients/customers’ needs.
  • Handle customer complaints and take appropriate action to resolve them.
  • Work with clients to identify their financial goals and to find ways of reaching those goals.
  • Negotiate payment arrangements with customers who have delinquent loans and ensure higher (95%) percentage of loan repayment.
  • Analyze potential loan markets and develop referral networks in order to locate prospects for loans.
  • Prepare regular reports to the management of the cooperatives in consultation with the relevant secretary managers and direct to the management Committee of the Cooperative Union through the General Manager.
  • To perform any other duty as may be assigned by the supervisor.
Qualification and Experience
  • Minimum Diploma in Business Administration, Economics, Agribusiness, cooperative Management and any other related courses from recognized institution.
  • At least 3 years working experience as a credit officer with a community based development organization, microfinance institution or bank.
  • Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis and computers.
  • Ability to mobilize and organize community and groups
  • Good contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions.
Terms and Conditions of Employment: The terms of employment are on contract and renewal will be based on availability of funds and performance. There will be a probationary period of three months
