The Capital Markets Authority is a statutory agency charged with the responsibility of regulating and developing an efficient capital market in Kenya.
The Authority invites applications from dynamic, goal-oriented, high performers, with strong problem-solving skills, for the following position:

Enforcement Officer
Ref: HCA/EO/1/2015
1 Position

Reporting to the Assistant Manager Enforcement, the selected candidate will be responsible for;
  • Providing technical assistance to the enforcement department and ensuring enforcement actions are adhered to.
  • Assisting in the review of enforcement process to establish criteria and procedures for development of Enforcement Standards in consultation with lead agencies;
  • Reviewing Investigation reports on violations.
  • Drafting Enforcement Memo’s recommending appropriate enforcement action.
  • Drafting and sending Notice to show cause and Enforcement Action letters.
  • Identifying relevant Enforcement Action and contraventions under the Act and regulations
  • Preparing reports and opinions.
  • Communicating with licensees via email and letters.
  • Developing and updating the enforcement register and enforcement actions.
  • Liaising with relationship managers of different licensees to confirm position of matters.
  • Assisting with the development and updating of Enforcement Manual.
  • Preparing documentation for audit on a quarterly and annual basis or as may be needful.
  • Educating and informing external and internal clients on enforcement policies and procedures.
  • Ensuring information and documentation is issued to both the internal and external clients within the prescribed timeframe.
  • Undertaking any other responsibilities assigned.
Minimum Qualifications and Experience

Qualifications:
  • At least an upper second honours Bachelor’s degree in Law, Business, Economics, Finance, Sciences or any other relevant field.
  • Being an advocate of the High Court of Kenya, professional qualification such as CPAK, CFE, CPS-K etc. will be an added advantage
  • Experience: A minimum of two (2) years relevant work experience in enforcement processes in the financial sector.
Key Skills, Knowledge & Competencies
  • Good understanding of capital markets & financial sector operations and the enforcement of the same.
  • Good understanding of the Kenyan legislative system.
  • Presentation and communication skills including ability to write reports;
  • Proficiency in computer applications such as Microsoft Word, Excel, Access, PowerPoint and Outlook express including financial and statistical packages;
  • Interpersonal and cross-cultural skills including ability to build alliances and collaborative relationships with sensitivity to diversity;
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences.
  • Ability to meet tight deadlines as well as work with minimal supervision
  • Ability to work effectively and efficiently in a team
  • Organization and analytical skills
