PwC seeks to recruit a Business Development Manager in the Reproductive Health – Output Based Approach (RH-OBA) Program who will lead and manage business development strategy and oversee the voucher distribution cycles among the needy in various counties.
The Reproductive Health – Output Based Approach (RH-OBA) voucher program is a performance-based reproductive health program that incentivizes access to women’s healthcare. The three main target areas of the program are safe motherhood, clinical family planning and gender violence recovery services.
The objectives of the OBA program are to offer quality reproductive health care services in the existing sites (Nairobi, Kiambu, Kisumu, Kilifi and Kitui) and the new sites (Makueni, Uasin Gishu, Busia and Kakamega) for economically disadvantaged populations by means of a voucher system. The vouchers are sold at highly subsidized prices, providing a direct subsidy to the poorest people allowing them to access safe motherhood and family planning services ultimately increasing uptake of these services. The program aims to contribute to a reduction of both maternal and infant mortality rates.
The program is financed by Ministry of Health (MOH) and KfW which is a German based Donor. PwC is the Voucher Management Agent (VMA) responsible for running the program.
Essential responsibilities
- The business development manager in the RH –OBA project will:
- Oversee the identification of Voucher Service Providers (VSPs) within all the OBA sites – these will be recommended to MOH on a quarterly basis for evaluation and accreditation;
- Coordinate contracting of the accredited VSPs and renewal of their contracts from time to time;
- Set up and activate the OBA project in the new sites;
- Oversee the management of the voucher distribution cycle. This entails:
- Coordinating the identification and selection of voucher distributors;
- Contracting the selected voucher distributors;
- Providing training to contracted distributors on; voucher policies and procedures, administration, marketing and distribution of the OBA vouchers;
- Oversee the identification and registration of potential OBA clients ensuring that this adheres to the eligibility criteria defined in the project documents;
- Overseeing the distribution of smart card/vouchers to potential OBA clients in line with the targets defined by MOH;
- Overall responsibility for the accounting of proceeds from the sale of vouchers by voucher distributors.
- Oversee implementation of strategies to ensure that the percentage of vouchers used exceeds 90%;
- Design and implement an effective and integrated marketing strategy for each of the current and the new OBA sites. This will incorporate social marketing activities aimed at changing or maintaining target client’s behaviour for their benefit and the society as a whole.
- Monitor and evaluate the success of the marketing and distribution campaign through indicators such as; the number of vouchers sold, selected customer interviews, results of post-campaign surveys on voucher awareness, accessibility and acceptance in target locations.
- Coordinate the preparation of performance reports on marketing, distribution, sale and accounting of OBA vouchers as agreed between the VMA and MOH.
The incumbent will be in charge of business development for the RH-OBA project on a contract basis for a period of 1 year, renewable based on performance and availability of funding.
Desired Skills and Experience
- A Degree in Social Sciences
- Professional training in marketing, healthcare or the equivalent from a recognized institution.
- Computer literate and excellent presentation skills.
- Good leadership, communication and interpersonal skills.
Experience
At least 3 years verifiable experience in social marketing and business development in the healthcare sector or in the public services sector.
Proven track record of designing and implementing social marketing strategies and activities.
