Organizational Setting and Reporting
This position is located in the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya. The Administrative and Finance Officer will work under the direct supervision of the Programme Management Officer (Management and Analysis), Maritime Crime Programme as well as the Programme Officer (HIV/AIDS Prevention and Care), and under the overall guidance of the UNODC Representative, ROEA.

Responsibilities
The incumbent will perform the following duties:
Develop, coordinate and monitor the implementation of programme activities according to approved project document/revisions, valid Contribution Agreements with the European Union (EU) and USAID, as well as other donor funding agreements, United Nations policies and financial rules and regulations, and costed work plans; identify bottlenecks and take/propose corrective action in consultation with senior management.
Review, analyse and assist in the finalization of cost estimates and budget proposals related to the activities under the Transnational Organized Crime (TOC) Programme (excluding the Global Maritime Crime Programme (MCP)) and the Project ‘HIV prevention, treatment and care for people who use drugs in Kenya’.
Support the Senior Programme Officer (Regional Coordinator Maritime Crime Programme) and the Programme Officer (HIV/AIDS Prevention and Care) in the elaboration of programme/project budgets and support the implementation of procedures and systems for implementing the appropriate financial control on programme implementation.
Monitor project expenditures against approved work plans and keep track of project expenditure per activity and donor/pledge ID, status of implementation and ensure compliance with United Nations financial rules and regulations; initiate project and/or budget revisions as required.
Together with relevant technical experts, and in consultation with the relevant procuring entities, identify procurement needs (goods and services) and support the full procurement cycle.
Act as focal point for fixed asset management and keep the Field Office Fixed Asset Register (FOFAR) up to date, as well as track the purchase of consumables (outside FOFAR system).
Act as focal point for operational matters of the United Nations Office in Nairobi and keep ProFi (Programme and Financial Information Management System) up to date.
Monthly reconcile project expenditure per budget segment.
Provide support to the Supervisors in actions related to the administration of the programmes’ human resources activities, including travel and training, monitoring of contract expiry dates, recruitment, performance appraisal, separation of staff members etc., ensuring consistency in the application of United Nations regulations/rules, relevant Administrative Instructions and procedures.
Prepare and submit for approval financial reports as per donor requirements and in cooperation with the Financial Resources Management Service in Vienna.
Act as Certifying Officer as appropriate and keep up to date with technological advances in the area of work.
Supervise support staff as required.
Perform any other work related duties as required/assigned.

Education
An advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics, finance, international relations, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in national and/or international project management, finance and administration or related area is required. Work experience with electronic administrative and business processes systems preferably of the United Nations (e.g. IMIS, ProFi, training on Umoja, etc) is highly desirable. Experience with People Soft applications is desirable. Working experience in developing countries is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.
Assessment Method
