Purpose of the Position
The child protection sector has been inherently known for its’ difficulty in monitoring for results and to show the impact of programmes directed to protection children from violence, abuse and exploitation. In recent years, however, there has been an attempted shift in programming to invest in strengthening Government’s routine administrative data systems and the implementation of national owned surveys and studies in order to use the information and data to show the effect and impact of child protection programmes. With support from the Programme Planning Monitoring and Evaluation (PPME) section, the child protection section in the Eastern and Southern Regional Office (ESARO) has used the opportunities presented during critical programme planning moments such as Mid-Term Reviews (MTRs) and Strategic Moments of Reflection (SMRs) to support country teams in reinforcing the results based management structures of their programmes.
In addition to the point above, there is a need to strengthening monitoring of key areas identified as priorities by ESARO. Within the framework of the UNICEF Strategic Plan 2014-2017 and in line with the Eastern and Southern Africa (ESA) Managing for Results initiative, the Eastern and Southern Africa Regional Management Team has identified five programmatic priorities to focus cross-country action and learning, and to reinforce joint accountability: 1) Enabling children to survive and thrive; 2) Reducing stunting to provide opportunities for children to realize their full potential; 3) Improving education quality and learning outcomes to prepare children for the future; 4) Achieving results for adolescents (R4A) that help them manage risks and realize their full potential and 5) Scaling up social protection interventions to reduce child poverty and other vulnerabilities that impede the full realization of child rights.
ESARO child protection section is responsible for parts of priority one and four related to birth registration, violence against children and child marriage. Each part of the priorities is accompanied by key bottlenecks, focus areas and critical actions and indicators of success. Furthermore, selected Country Offices (COs) have signed up to be focus countries for each part.
A review of the 2014 Country Office Annual Reports shows the following: 1) Several COs indicators are not aligned with the Regional Priorities focus areas on Birth Registration, Child marriage and Violence against Children and hence could not be used to track/measure the performance of the regional priorities; 2) The need to ensure that indicators are driven by theories of change so at to guide the logical thinking in the hierarchy of results 3) The lack of data against the current indicators which could be attributed to poor system for data collection and analysis and 4) The low level of investment in data collection system by the child protection sector (the portfolio analysis that shows that CP Sector has the lowest investment in data collection system is attached)
Against this background, the purpose of the Temporary Appointment of the child protection specialist, M&E is to increase the capacity of country offices to make use of evidence for strategic development of child protection programmes by providing expert technical support on child protection monitoring and evaluation to achieve results for children.
Major duties and responsibilities
Under the supervision and guidance of the Child Protection Regional Advisor and with collaboration with the PPME section, the incumbent will be responsible for providing technical support and guidance relating to all aspects of child protection monitoring and evaluation activities at country level and to assist in monitoring results of the regional Priorities related to child protection – Birth registration, Violence against Children and Child marriage.
Key Expected Results
1. ESAR Child Protection Monitoring and Evaluation initiatives coordinated and strengthened:
Coordinating the various initiatives and activities to strengthen monitoring and evaluation of child protection programmes in ESAR;
In collaboration with HQ child protection M&E section, assist with the implementation and use of the M&E Resource Pack and Regional M&E Systems Mapping and Assessment Guide for Child Protection.
Coordinate and liaise with PPME section, UNICEF HQ, and other Regional Offices on issues pertaining to child protection M&E.
2. Technical assistance on Monitoring and Evaluation provided to ESARO and country offices:
Provide technical assistance to country offices with developing monitoring and evaluation frameworks.
Document and disseminate lessons learned in strengthening and using Government routine administrative data systems.
Assist ESARO and country offices in monitoring the implementation of the regional priorities.
In collaboration with the ESARO child protection team, develop monitoring frameworks for the Theory of Change of violence against children and child marriage and assist country offices with implementation.
3. Capacity building
Facilitate the regional M&E child protection reference group, including facilitation of sharing of lessons learned and best practices.
4. Quality assurance
Facilitate the regional M&E child protection reference group, including facilitation of sharing of lessons learned and best practices.
Supporting the design or revision of results and M&E frameworks for regional and country child protection programmes, based on an organized collection of existing child protection program results and M&E frameworks.
Review the child protection component of country programme documents.
Review donor proposals
Qualifications of Successful Candidate
Advanced university degree in social sciences or statistics
Minimum 8 years of experience in designing child rights and/or child protection related programmes and M&E systems
Fluency in English and another UN language
