General Description of Tasks and Objectives to be Achieved
Under the overall supervision of the Officer in Charge (O.i.C.) FAO in Somalia and the direct supervision of the Head of the Policy, Planning and Coordination Unit, the incumbent will undertake the following duties;
Provide support to the Policy, Planning and Coordination Unit of the FAO Somalia Office for daily programming and coordination tasks including collecting inputs from different sectors, preparation of the meetings’ supporting documents and presentations, initial drafting of periodical reports as well as best practices.
Contribute to the conceptualization and design of concept notes and project/programme documents for submission to donor countries and/or donor agencies; compiling necessary documentation for periodical updates of the field offices.
Support coordination and liaison initiatives with other UN partners on programmatic issues, UN strategies and joint programmes.
Support the Head of Unit in the follow-up of the New Deal Process, its PSGs working-groups and its financial windows (UNMPTF/WBMTPF).
Contribute to the development and review of programme documents ensuring coherence and consistency with the programme and overall organization and national strategy and policy.
Contribute to the preparation and submission of Somalia country briefs, talking points and ad hoc country profiles (as required by the HQ).
Support the Head of the Unit, in the overall liaison functions with donors; support the identification of strategic linkages within the sectors and keep a record of lessons learned and best practices as appropriate.
Support the Head of the Unit in all RBM and related Strategic Planning exercises.
Prepare notes, minutes, reports and talking points as appropriate during meetings/ events.
Perform other related duties as may be requested.
Minimum Requirements
Education: University Degree in Political Science, Social Sciences or Economics or Master Degree in International Relations and/or International Development.Work Experience: Minimum of three (3) years progressively responsible work experience in programme coordination and strategic thinking at the UN or other International NGOs.
Technical Competencies
Previous experience in project management in developing countries (preferably in East Africa)
Ability to work under minimum guidance and work in complex emergencies.
Languages: Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the local language(s) is required.IT Skills:
Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc.
Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
Office Management Skills:
Systematic, well-structured and efficient approach to work assignments.
Analytical ability, accuracy and consistency.
Exercise diligence and care in dealing with records and expenditures.
Interpersonal Communications and Teamwork Skills:
The incumbent must possess a cooperative spirit, flexibility and openness to work in an international environment.
Tact and courtesy.
Ability to establish and maintain effective working relationships with people of different national and cultural background.
