This is a project post and filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary- General and to assignment by him or her. Organizational Setting and Reporting

The position is located in the Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The Administrative and Finance Officer will work under the direct supervision of the Senior Programme Officer (Regional Coordinator of the Maritime Crime Programme) and the overall guidance of the UNODC Representative, ROEA.

Responsibilities
  • Within assigned authority, the Administrative and Finance Officer will be responsible for the following duties:
  • Develop, coordinate and monitor the implementation of programme activities according to approved project document/revisions, valid Contribution Agreement with the European Union (EU) and other donor funding agreements, UN policies and financial rules and regulations, and costed work plans; identify bottlenecks and take/propose corrective action in consultation with senior management;
  • Review, analyse and assist in the finalization of cost estimates and budget proposals related to the programme and programme development;
  • Support the Programme Management Officer in the elaboration of the project budget and support the implementation of procedures and systems for implementing the appropriate financial control on programme implementation.
  • Monitor programme expenditures, status of implementation, utilization of funds and ensure compliance with United Nations financial rules and regulations; initiate project and/or budget revisions as required;
  • Together with relevant technical experts, and in consultation with the relevant procuring entities, identify procurement needs (goods and services) and support the full procurement cycle;
  • Support the Senior Programme Officer in actions related to the administration of the programme human resource activities, e.g. recruitment, performance appraisal, separation of staff members and training, ensuring consistency in the application of United Nations rules and procedures;
  • Contribute to the preparation and submission of substantive and financial reports (monthly financial and quarterly narrative ProFi reports, semi-annual and annual project progress reports, annual report to the European Union);
  • Supervise support staff as required and perform any other duties as required/assigned by the Regional Programme Coordinator.

Education
An advanced university degree (Master's degree or equivalent) in business or public administration, management, economics, international relations, or a related field is required.
A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years progressively responsible experience in national and/or international finance and administration, project management, or related area, is required.
Working experience in the United Nations or similar international organization in the above areas is highly desirable.
Experience in any financial and budget assessment system is an asset. Technical experience in the fight against international crime is an asset.
Working experience in the field and in supervising staff is considered an advantage.

Languages
English and French are the working languages of the United Nations Secretariat.
For the position advertised, fluency in English, i.e. oral and written proficiency, is required.
Knowledge of another official United Nations language is an advantage.

Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
