The International Rescue Committee – Kenya Program with funding from Centers for Disease Control and Prevention (CDC) implements a Community Based HIV & AIDS prevention Project in Turkana County in the North – Rift region of Kenya.
IRC wishes to recruit a HIV Officer to directly oversee the implementation of HIV prevention interventions for youth – in – schools in Turkana County.
Key Responsibilities
Technical & Administrative Program Support
Work jointly with the Ministry of Education (MoE) to Identify and mobilize schools to participate in the HIV prevention, Life skills and AIDS Education in Schools intervention.
- Jointly work with the Program Manager to organize, plan, coordinate and conduct capacity building trainings for both focal and implementing teachers including the development of training budgets, modification of training curriculums and other training materials, designing participants certificates etc.
- With the guidance, support and direction of the Program Manager, take lead in the preparation, planning, organization and coordination of activities during the commemoration of National & International events. e.g. World AIDS Day.
- Work closely with the Program Manager and other program staff in the design and production of age – appropriate and culturally sensitive BCC and IEC materials.
- Develop, coordinate and execute timely distribution of intervention supplies e.g. BCC/IEC materials and other teaching aids to participating schools.
- Remotely support and technically guide focal teachers in conducting sensitization sessions for implementing teachers.
- Remotely guide implementing teachers in the appropriate referral and linkage of pupils for appropriate bio – medical services.
- Support participating schools in the identification of Adolescents Living with HIV, developing and implementing in – school stigma reduction strategies as well as formation and operationalization of Peer Support Groups for Adolescents Living with HIV.
- With the support of the Program Assistant, prepare and follow through with payment requests and other attendant / requisite documents for teachers / MoE officials and other program participants for per diems and transport reimbursement during field activities.
- Support the M&E; / HIS team in the design and development of intervention reporting tools e.g. registers, summary log sheets, referrals forms etc
- Work jointly with the M&E; team to design, develop and operationalize a comprehensive, bio – medical referrals data base of all participating schools in Turkana County.
- Working jointly with the M&E; team to regularly review data presented by the focal teachers from their respective schools.
- Compile monthly and quarterly intervention performance reports.
- Plan and conduct joint field support supervision with MoE officials to support both focal and implementing teachers as well as monitor and assess the conduction of sessions, generation and management of program data from the field,
- Documentation of the impact / outcome of the adolescent interventions in the behavior modification of the youth-in-schools.
- Take lead in organizing and conducting feedback sessions with focal and implementing teachers during field visits in participating schools.
- Focal point for the HIV Prevention, Life skills and AIDS Education for Youth – in – Schools intervention.
- Support efforts to link schools with catchment health facilities for easier bio – medical services referral.
- Support the established adolescent PSSG’s in improved service delivery.
- Supporting and working in close partnership with the Ministry of Education and Ministry of Health officials in ensuring the successful implementation of the ABY intervention.
- Appropriately linking the program with other stakeholders e.g. Catholic Diocese of Lodwar, County Director of Education, District Education Officers and Quality Assurance and Standards Officers.
- Represent the Program Manager in meetings and forums as may be requested.
- Support other program / field based staff in understanding the youth in schools intervention.
- Occasionally stand in for the Program Manager as the Officer – in – charge of the program during periods of temporary absence
- Bachelors Degree in any of the following disciplines (Sociology, Anthropology, Counseling Psychology, Community Health, Social work, Community Development, Public Health,) or related courses
- Training in Peer Education, Behavior Change Communication (BCC)9HIV Management, Monitoring & Evaluation is preferred.
- Trained as a HIV Testing & Counselling (HTC) Counsellor
- Trainer / TOT in Peer Education or Behavior Change Communication (BCC)
- Demonstrated experience in HIV Program Implementation, Health Promotion and Participatory approaches
- Demonstrated experience in development of IEC materials and BCC methodologies relating to HIV/AIDS and reproductive health.
- Demonstrated experience in working with government health structures at the grassroots level as well local community structures.
- Willingness to work in a challenging and demanding environment.
- Knowledge of Ng’aturkana.
