Through local, national and global partnerships, Ipas works to ensure that women can obtain safe, respectful and comprehensive abortion care, including counseling and contraception to prevent future unintended pregnancies.
We are currently seeking qualified candidates for the position of:
Alliance Portfolio Manager, Ipas Kenya
The Alliance Portfolio Manager provides technical leadership to Ipas Alliance programs in comprehensive abortion care and contraceptive services.
The role of the Technical Manager encompasses technical and programmatic oversight to and supervision of major organizational output areas of focus including integrated health systems, policy, and research and evaluation.
Her/his specific roles includes providing technical oversight and ensuring programmatic linkages and synergy between health systems, policy and community access work starting from design through implementation and monitoring results as well as integration of youth content across the output areas.
Incumbent is responsible for the oversight of the development and implementation of cross- functional strategies to enhance access to comprehensive abortion care and contraceptive services.
S/He provides leadership, guidance and supervision to the technical staffs in Africa Alliance technical units and that each team member performs their responsibilities toward desired results, and encourages teamwork to meet overall objectives and reports to the Africa Alliance Director.
Accountabilities
- Provides leadership oversight for planning, effective implementation, monitoring, evaluation and reporting of results at Ipas Alliance programs with primary focus on donor funded projects
- Oversees and provides input on all technical areas to ensure adherence to Ipas guidelines.
- Provides technical and programmatic inputs into the development of annual work plans and budgets
- Coordinates with the Program Manager to analyzes monthly and quarterly programs implementation, data review and budgets expenditure reports to ensure program implementation is on track, and ensure corrective actions are taken.
- Work closely with the Regional Technical and Program Managers to review organizational strategies and linkages to country programs and how technical field outcomes influence development of technical global materials.
- Supports technical leads and facilitates documentation and presentations related to technical work, reference improvement of efforts to foster experience sharing and application of best practices.
- Liaise with various global units to resolve technical and complex program issues and linkages across health systems, community and youth focused work as needed
- Conducts field visits to provide programmatic and operational oversight and assistance including monitoring and follow up project activities and supported sites
- Ensures and provides review and input on preparation of proposals and donor reports
- Led conceptualization and design of new and complex project initiatives
- Recruits, manages and supervises technical staffs as required
- Performs other duties as assigned
- Comprehensive knowledge of theories, concepts, and practices in project management, process development and program execution.
- Excellent oral and written communication skills.

Experience
- Typically requires a minimum of 8 years with project/portfolio/country management experience in an international NGO.
- Demonstrated experience in successfully overseeing sector specific or multi-sector project management and implementation.
- Demonstrated experience in managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English; fluent in host country language.
- Experience operating in challenging environments.

- Thorough understanding working with public health systems in Kenya and/or East Africa, cultural practices and stigma around abortion and contraception
- Project/Program budgeting and financial management skills
Education
- Advanced Degree – Master’s Degree or higher (or its International Equivalent) in Public Health, or Related Field.
- Certifications Preferred
- Certification in project management. Qualification in Humanitarian action and/or Project Cycle
- Management and/or Monitoring & Evaluation.
Travel Requirements: 40%
Typical Physical Demands:
Typical office environment.
Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
