*Job Description:
The Senior Associate, M&E Officer in Kenya will track, collect, and review project level performance monitoring data and evaluation analysis and assist project staff in documenting activity progress and results. Duties will include monitoring project activities and results; providing information on the status and progress of program activities; disseminating information; and reporting project results, per client instructions, to interested parties. General responsibilities of the M&E Officer includes providing technical leadership and assistance to project partners in tracking activities and results; developing information systems for reporting and retrieving results; developing guidance documents and accompanying training materials for monitoring project activities and reporting results; and assisting the project senior management team to develop Sponsor reports and associated materials. He/She will assist in providing technical inputs to monitor the progress in strengthening M&E systems in Kenya such as strengthening community health and referral information systems and supporting health programs in Kenya to better identify their information needs and develop and test tools to support information use. The M&E Officer for the Associate Award in Kenya will work under the guidance of and report to the MEASURE Evaluation Deputy Chief of Party.
Key Responsibilities: 40% Operationalize the Associate Award Performance Management Plan (PMP) and M&E Plan. This includes developing, maintaining and updating systems for routine data collection to monitor project activities and their results (i.e., M&E Database), coordinating routine data collection on PMP and M&E Plan indicators, managing data and assuring data quality for project results based on PMP guidelines. This also includes compiling documentable evidence and updating project monitoring indicators when needed.
25% Coordinate Kenya Associate Award project reporting esp. towards the PMP indicators and M&E Plan; develop reporting guidance documents and produce project reports. This includes coordinating project data analysis, aggregation and production for reporting; and producing, coordinating and managing annual and quarterly reports, portfolio reviews, other headquarter and Sponsor reports as well as ad hoc requests. Producing other reports and project publications for targeted audiences as appropriate. This includes liaising with UNC knowledge management/publications group and other partners to facilitate the dissemination and use of data from project M&E information systems and ensure adherence to project branding guidelines.
20% Orient and train project staff on their roles and responsibilities in implementing the M&E Plan and PMP, monitoring project Results and reporting requirements. Provide technical assistance to project staff in the implementation of the PMP and M&E Plan; provide technical assistance in developing M&E plans, integrating M&E plans into work plans and provide feedback to staff on data quality and submission. This work will involve travel to project sites within Kenya.
15%* *Contribute to the planning and implementation of project M&E activities. This includes contributing to, overseeing, implementing and/or monitoring target setting activities, baseline assessments, and follow on assessments as well as other M&E activities as needed. * *
Education Requirements: Masters’ Degree in Public Health or related discipline required
Qualification & Experience Requirements:
Strong understanding of M&E principles required. Strong understanding of Kenyan health systems required. Demonstrated skills in M&E frameworks, indicator development, systems development and report writing required. Experience developing databases required. Experience working with donor agencies preferred (including, but not limited to, USAID). 3-7 years of experience in monitoring and evaluation of health programs required; prior experience in health programs and M&E systems in Kenya preferred; experience working with GOK preferred; examples of technical writing requested. Experience in production of customized dashboards for data presentation and strategic information preferred; Experience in data analysis, report writing, dissemination, use and knowledge management required.
Proven ability to work effectively with funding agencies and with national and local personnel required. Excellent interpersonal and organizational skills expected. Proven ability to work with colleagues overseas preferred. Excellent written and oral communication skills required. Availability to travel throughout Kenya expected. Fluency in English is required.
