The International Health and Development Division of ICF International seek a regional Monitoring and Evaluation Coordinator to join our growing team of staff in Kenya.
The position is based in Kisumu or Siaya County, Kenya and will be the point of contact for the Measure Evaluation PIMA project in the two counties.
The position is under the MEASURE Evaluation PIMA project which focuses on strengthening the capacity of targeted national health programs in improving the collection and use of quality information at national and sub-national levels for evidence-based decision making.
The incumbent will report to the associate director for sub-national, capacity building and health systems strengthening
Key Responsibilities: The position is responsible for implementing a variety of public health-related M&E activities in the two counties, focusing on programs directed at improving quality, availability and use of essential health services. Specifically, the Regional Monitoring and Evaluation Coordinator will provide technical assistance to county governments to strengthen the capacity for M&E, referral system strengthening, reproductive, malaria, orphans and vulnerable children among others.
The specific activities to be implemented include:
- As part of the Subnational Technical Team (SNTT) participate in implementation of the project’s sub-national activities at the county-level.
- Work closely with implementing partners and with other donor projects order to coordinate and leverage resources in achieving PIMA objectives at the county and site level.
- Identify and engage relevant stakeholders on M&E capacity building for CHMTs in Kisumu and Siaya counties
- Participate in meetings aimed at establishing governance structures such as the M&E TWG
- Develop and implement operational plans for activities aimed at building M&E capacity for the CHMT and strengthening target systems
- Provide information on the status and progress of program activities and disseminate information and public reporting results to interested parties
- Undertake timely project activity reporting through activity trackers and reports as agreed
- Participate in Quarterly Program Review Meetings; monthly All Staff Meetings; and other staff retreats/meetings as required.
- A first degree in health sciences, social sciences, behavioral sciences, health systems research, or a related field
- Prior experience in health programs and M&E systems in Kenya
- 3-5 years’ experience in M&E of health programs including the development and implementation of M&E frameworks and performance management plans, strengthening of health information systems, or training and capacity building.
- Prior experience working in Nyanza region in general and Kisumu or Siaya in particular
- Experience working with the county governments
- Excellent verbal, interpersonal and written communication skills
- Strong analytical and decision making abilities
- Project coordination and logistics management
