PSI and its partners, FIND, Malaria Consortium (MC) and the World Health Organization (WHO), are implementing a three year project funded by UNITAID to develop and implement approaches to scale up malaria rapid diagnostics tests (RDTs) in the private sector in five countries: Madagascar, Nigeria, Kenya, Tanzania and Uganda. There is little experience in the use of RDTs in the private sector in Africa and this pilot project will help fill an important evidence gap by sharing project learning with the public health community.

The Partnership will implement an evidence-based marketing approach to overcome multiple barriers to market entry and use of RDTS by both providers and consumers. Beginning at small scale, the partners will: promote the importance of parasite-based diagnosis; price RDTs more affordably in the private to provide incentives for both providers and consumers; ensure the quality of the RDT product being used; place RDTs so that they are regularly accessible to private providers through a reliable supply chain; and create a conducive policy and regulatory environment for RDTs in the private sector.

PSI is seeking qualified candidates for the position of Quality Assurance Advisor, Fever Case Management (FCM). This individual will report to the Deputy Project Director and will be based in the Regional Technical Services Office in Nairobi, Kenya.

RESPONSIBILITIES:

  • Consolidate and standardize quality assurance best practices for FCM developed by the project country programs, via the development of: Policy and Strategy Tools (e.g. FCM quality standards); Provider Competency Tools; Quality Monitoring Tools; and Medical Audit (evaluation) Tools.
  • Oversee the implementation of standardized quality assurance systems for FCM among all project country programs.
  • Consolidate and standardize treatment algorithms and job-aids for different cadres of private and community providers and evaluate their performance for improvement over the life of the project.
  • Assist project partners WHO and FIND in developing a “road map” for public-private engagement in fever case management.
  • Develop and disseminate case studies to demonstrate lessons learned on assuring quality for fever case management, for use by the project partnership and PSI.
  • Guide the evolution of PSI’s FCM strategy based on monitoring results and an evolving policy and funding context.
  • Work in collaboration with the MCSD technical advisors for case management and PSI’s sexual and reproductive health department to advance the PSI global quality assurance agenda.
QUALIFICATIONS:
  • Relevant post-graduate degree (PhD, MPH, MSc, etc.) or equivalent experience; MD preferred
  • 5+ years relevant professional experience
  • 4+ years working in a developing country context
  • Understanding of international child health policy and practice
  • Extensive knowledge in monitoring and evaluation of public health programs
  • Ability to train and develop capacity in regional and country-level staff
  • Fundraising experience with international donors, corporations and foundations
  • Ability to effectively work with decision makers to generate actionable research
  • Strong written and verbal communication skills
  • Fluency in English required; French is preferred
