Reporting to Supply Chain Manager, the officer will be responsible to providing efficient and effective service in the successful procurement of goods services and works.
Core duties and responsibilities
- Prepare documentation, undertake tender exercises and arrange for formal execution of contracts to enable the fund obtain goods, services and works, in liaison with the user departments and participate in the evaluation of Tenders, proposals, Quotations etc.
- Issue procurement and disposal documents to candidates (suppliers) in accordance with the Act and regulations and coordinate the receiving and opening of Tenders/pre qualifications RFP, Quotations
- Maintain effective liaison with the legal department in respect of contract issues, ensuring that documents are legally vetted, including processing single tender applications to enable contract for proper proprietary goods and services to be let
- Co-ordinate the formal vetting of prospective tenderers to determine their suitability for trading.
- Undertake negotiation with suppliers to resolve disputes, arrange contract variations and enforce contractual obligations.
- Monitor designated Fund contracts to provide effective support to customers during the implementation, review and renewal of such contracts
- To be familiar with supply markets and routinely undertake supply market research and analysis to ensure that the commercial risk to the Fund is minimized, and commercial opportunities are identified.
- Maintain and update annually standing lists of pre-qualified suppliers
- Offer advisory services to user departments for effective and efficient implementation of the procurement plans.
- Maintain proper procurement records (purchase returns) i.e. for submission to the PPOA.
- Raise LPOs and LSO’s conduct periodic and annual stock taking.
- Contribute to the development, implementation and delivery of the annual Departmental service plan, key performance indicators, and the Fund’s procurement strategy.
Qualifications / personal competencies / requirements
- The candidate must have a Bachelor’s Degree in Procurement (Supply Chain management / purchasing and supplies management), Business, commerce, economics or equivalent from recognized university.
- Possession of Master’s Degree will be an added advantage.
- At least five (5) years relevant work experience preferably in a public sector institution
- Working knowledge of ERP
- Professional qualification in purchasing & supply
- Membership to the chartered Institute of Procurement and Supplies (CIPS) or the Kenya Institute of Supplies Management (KISM) or any other relevant professional body.
- Must be familiar with Public Procurement and Disposal Act.
- Ability to maintain high integrity in performing assigned responsibilities.
- Strong work ethics and team player.
- Ability to communicate with various levels of management.
- Decision- making, problem solving, and analytical skills.
- Organizational, multi-tasking and prioritizing skills.
Qualifications
- A first degree in Business Related Field from a reputable university specialized training in credit or Micro Finance will be an added advantage
- A master’s degree in a business discipline will be an added advantage
- At least 3 (three) years’ experience in credit , preferably in a Microfinance Finance Institutions
- Ability to manage all aspects of lending cycle for the Fund’s lending products
- Previous experience in working and handling Sharia products will be an added advantage
- Possession of good analytical and reporting skills
- Willingness to travel to remote rural areas, passion and eagerness to assist and help empower the most marginalized youth across the constituencies.
- Possess good interpersonal skills to interact with key stakeholders including senior government officials
- Possess good leadership skills , with ability to manage others
- Ability to meet strict deadlines is mandatory
- Exposure to computerized financial systems and experience in public sector accounting
- Have passion and eagerness to assist and help empower the most marginalized youth across the country and
- Honesty, integrity and creativity are a must.

The Supply Chain Management officer II will be responsible for:-
- Prepare documentation, undertake tender exercises and arrange the formal execution of contracts to enable goods, services and works to be supplied to end users
- Undertake the evaluation and analysis of tenders; prepare summary reports and recommendations to facilitate the effective award of business.
- Oversee the letting of contracts awarded to ensure that formal documentation is assembled and auctioned
- Provide advice and guidance to all staff and Departments on contracting to ensure full compliance with policy and regulations.
- Be competent in undertaking tender evaluation involving commercial analysis.
- Be able to demonstrate ability to co-ordinate complex procurement work without supervision
- Must be able to negotiate, agree and implement contracts, in line with recommended policy and procurement guidelines.
- Evaluate and assess the value of information identifying relevant patterns and trends.
- Use the information to take appropriate action and achieve desired outcomes.
- Work co-operatively with staff members and colleagues, contributing positively and constructively to the achievement of the Fund’s goals, objectives and service.
Qualifications / Competencies / Requirements
- Must possess a university degree in any of the following: Finance, Commerce, Procurement, Business Administration or Economics.
- Must have a progressive work experience of three (3) years
- Must be familiar with Public procurement and disposal Act
- Membership to the chartered Institute of Procurement and Supplies (CIPS) or the Kenya Institute of Supplies Management (KISM) or any other relevant professional body is mandatory
- Ability to maintain high integrity in performing assigned responsibilities.
