Background: Over the past decade, WFP has been providing extensive capacity development support to the Government as the lead in national food security assessments, vulnerability analyses and food
security programmes. The support has been mainly through the Kenya Food Security Steering Group (KFSSG), the National Drought Management Authority (NDMA) as well as ‘provincial and district’ structures (now counties). Under Kenya’s new Constitution, which devolves extensive responsibilities to county governments, the key challenge now is to build the nascent capacity of these county government structures to enable them to lead relief response and the resilience building agenda in the Arid and Semi-Arid Lands (ASALs) of Kenya. Several counties in the ASALs areas are already developing their own Disaster Management plans and budgets. In this regard, WFP aims to support counties’ ownership, leadership, coordination, and implementation of emergency preparedness and response. Deadline for application: 22 May 2015

WFP’s capacity development will entail technical and financial assistance in support to strategic coordination of social protection at national level; capacity development to devolved structures on food security analysis, emergency preparedness and establishing emergency response mechanisms and transitioning resilience building initiatives to government. This will require support in the planning of the respective response roles of the County governments, the national government, and WFP. WFP Kenya is therefore is seeking an experienced Logistics Officer to lead this initiative.
The incumbent will be the key link between logistics and the Country Office Capacity Development initiatives; providing support in the Coordination of capacity development to devolved national structures and county government structures across its operational portfolio; provide guidance to field logistics staff to optimize supply chain and be involved in internal process and technical Capacity Development of key staff within the Country Office. S/he will also be involved in WFP’s engagement with other key partners to ensure a coordinated and synergistic approach to capacity development.
Accountability, Major Duties and Responsibilities
- Participate in selection of a consulting firm responsible for carrying out a comprehensive capacity gap analysis in relation to the functions involved in human supply chain management, and to develop supply chain capacity development strategy.
- Oversee the implementation of the consultancy for capacity gap analysis and development of capacity strengthening strategy as well as capacity development strategy.
- Directly work with Capacity Development coordinator and field logistics staff in the implementation, coordination and management of WFP capacity building activities at county level.
- Contribute to the development of the capacity development strategy for the CO by ensuring that humanitarian logistics partnerships, standards and cost/benefit design and analysis are taken into consideration in preparation of annual work-plans and budgets, defining WFP supported activities, with key milestones, indicators and outputs to reflect these priorities.
- Take lead in information and knowledge management and facilitating the systematic exchange and accessibility of information and experiences which are relevant to planning, implementing, evaluating, and coordinating capacity development projects.
- Preparation of logistics training and capacity development manuals and guidelines for integrated supplies chain management.
- Participate in internal capacity development process initiatives with the Country Office.
- In close liaison with the Capacity Development Implementation team, identify appropriate institutions, training programs, workshops, conferences, and possible sites for study tours, exchange programmes, on-the- job training, required to support the achievement of objectives.
- Field support to optimize supply chain and enhance Commodity Management
- Identify process and technical capacity development needs of staff in the field offices, on a regular basis, and communicate the needs to the Country Office.
- Provide technical guidance for field staff to contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Collate relevant information from Field office and contribute to preparation of accurate and timely reports, for timely decision in integrated supply chain meetings.
- Support the capacity development of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
- Assist with all matters related to commodity management which includes systematic monitoring of commodity condition and provision of accurate stock reports, ensuring effective utilization of WFP’s resources.
- Provision of guidance/training on fumigation, Commodity management, disposal methods.
- Home Grown School Meals Programme/Agricultural Market Access & Linkage (HGSMP/AMAL) Logistics Operations Support
- Assist with all logistics and operational matters related to implementation of HGSMP/AMAL including drafting of Food quality assurance strategy to mitigate losses in the supply chain management.
- In consultation with WFP engineer, coordinate warehouse assessments to establish storage facilities’ conditions and advice on their improvements.
- Act as focal point for responses to all requests for field logistics operations support to Country Programme.
- Any other duties as required.
Qualifications, Experience and Critical Success Factors
- First University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies, logistics, accounting or a field relevant to international development assistance.
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field will be an added advantage.
- Three years’ postgraduate professional experience in one or more of the transportation and ancillary sectors.
- Experience coordinating service providers’ contract execution.
- Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
- Experience in evaluating offers and writing proposals;
- Experience in report writing. Good understanding of linkages between policies and operational practices.
- Proven ability to establish and maintain effective working relations and deal patiently and tactfully with people of different national and cultural backgrounds.
- Demonstrated high sense of integrity, trust and confidence.
- Demonstrated openness in sharing information and keeping people informed.
- Understanding of capacity development as a process.
- The candidate must possess very strong English written and oral communication skills.
