About RSCE:

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSCE will be achieved through the redeployment of resources from the regional missions it serves.
Key Duties and Responsibilities: Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:
1. Accounts:
· Support in the closing of monthly accounts and preparation of financial statements for submission to Headquarters.
· Keenly check source documents for completeness, accuracy and validity of charges.
· In charge of reconciling and reviewing suspense account and approve the clearance procedures.
· Assist with the monitoring of expenditures to ensure they remain within authorized levels.
· Enter the obligations to be raised and approved (in UMOJA).
· In charge of preparing vouchers to replenish petty cash accounts.
· Handle all payments and prepare vouchers for various accounting entries, including payments for vendors, other missions or agencies and other creditors, and communicating any discrepancies to supervisors.
· Compute staff claims/entitlements and raise vouchers regarding their entitlements, including deductions, salaries, claims, hazard allowance and monthly mission allowance.
· Prepare bank reconciliation on monthly basis.
2. Budget:
· Offer technical support with respect to the review, analyse and preparation of the medium-term plan and its revisions.
· Prepare supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
· The incumbent will be supporting the Finance/Budget Officers in extracting information and generating expenditure reports from computerized information system databases; assist in preliminary analyses of the extracted information and the reports generated, and highlight areas of concern for the attention of the Finance/Budget Officers.
· Assist managers in the elaboration of resource requirements for budget submissions.
· Carry out research and provide support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
· Monitor expenditures and compare with approved budget; prepare adjustments as necessary.
· Assist in preparation of budget performance submissions and finalization of budget performance reports, highlighting variances between approved budgets and actual expenditures.
· Regularly review status of relevant expenditures and compare them with the approved budget; monitor integrity of various financial databases.
· Prepare data input for allotments received, ensuring consistency of data in previous allotments to new allotments issued.
· Co-ordinate with other finance/budget staff on related issues during preparation of budget reports.
3. Treasury/Cashier:
· Monitor and review methods utilized to remit payments.
· Support the Cashier in the daily operation of the Cashier’s Unit responsible for the transmittal of payments worldwide.
· Make cash disbursements from the Cashier’s Unit.
· Review incoming payment instructions with regard to banking details and sources of funds.
· Assist staff members regarding queries on payment and deposit-related issues.
· Assist Cashier in cash management including cash flow forecasts.
· Notify payees of status of payments.
· File and archive documentation as required.
4. General:
· Keep up-to-date on guidelines that have bearing on matters related to programme/peacekeeping budgets, ensuring compliance with United Nations policies and procedures.
· Draft/prepare memoranda and cables to various offices, sectors, other field missions and/or headquarters.
· Perform other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
· The ideal candidate for the aforementioned UN Career Finance & Budget Assistant Job Opportunity should hold a High school diploma or equivalent. Technical or vocational certificate in a related field is a requirement.
· A minimum of six years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting or financial management.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
