Current Situation
The UNHCR Dadaab Operation provides protection and assistance to approx. 351,446 refugees, in Fafi (127,476) and Dadaab Districts (223,970) of Garissa County, located in the remote north eastern region of Kenya bordering Somalia. The UNHCR Dadaab Operation comprises a camp complex of
five refugee camps namely: Hagadera (106,751), Ifo 1(84,269), Ifo 2 (51,939), Dagahaley (87,762) and Kambioos (20,725). The profile of the registered refugee population is 95.2% Somali and 4.8% from other nationalities including: Ethiopia, Eritrea, Uganda, South Sudan, Rwanda, Burundi and DR Congo.
Female persons of concern represent 51% of the total population; and 57% of the population are children. Asylum seekers from Central and Southern Somalia are recognized on a prima facie basis; individual refugee status determination is undertaken for all other applicants for asylum.
Most refugees arrived in Kenya in early 1990s due to civil war in Somalia and have since been living in the camp in a protracted situation with limited prospects for durable solution. Another wave of arrivals took place in 2011 as a result of insecurity and drought.
In addition to care and maintenance with water, shelter, healthcare, nutrition, hygiene, and food assistance through WFP, UNHCR provides protection services of legal assistance, RSD, detention monitoring, protection against SGBV, civil documentation, birth registration, education, etc.
The UNHCR Dadaab operation functions in a complex, often politicized environment and in a highly volatile situation. The supply chain activities include planning, sourcing, delivery, asset management, support implementation, managing the performance and coordinating activities of implementing partners performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures. The proper functioning of this system will form part of the success of the operation amid the insecurity and internal challenges.
Desirable Attributes
The incumbent of this position is expected to fulfil the functional competencies, which include among others, efficient administrative control mechanisms to ensure compliance with UN Financial and Staff Rules and Procedures. S/he is expected to coordinate, provide support to other core functions on supplies and services, advice, supervise, manage and monitor implementation of all supply activities.
In order to fulfil these responsibilities, the Supply Officer should possess previous working experience in a complex operation with a multitude of actors; proven knowledge and skills in purchasing/contracting and other aspects of the supply function e.g delivery, asset management; strong managerial competencies as well as analytical, planning and organizing skills. The incumbent is expected to have a pro-active mature attitude and be able to perform well under stress, (both work and security related). The incumbent is expected to have completed the UNHCR learning programmes or specific training relevant to functions of the position such as the Supply Chain Learning Programme (SCLP); other UN procurement and logistics training – such as IAPSO and UNPD with knowledge and working experience of PeopleSoft/MSRP Supply Chain applications.
The Supply Officer takes on the role of leading, coordinating and supervising supply activities within an office. The incumbent maintains contact with other UN agencies, NGOs, government partners and commercial contractors in the area to facilitate the operation. The incumbent directly supervises professional and general service staff in the office, and reports to the Deputy Head of Operations.
Working and Living Conditions
All staff members in the Dadaab Operation reside in the office compound where a curfew is in effect during the night. Climatic conditions are harsh, and despite fumigation of the compound, insects are present in the environment especially after the rains. Apart from a satellite JMS medical clinic, there is no other medical back up; therefore staff assigned to Dadaab must be in good health. Evacuation opportunities are limited. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.
There are limited banking facilities at Dadaab (only one local bank exists). Internet and communications networks are available at the compound but also at field offices level (in the camps).
Security Considerations
Dadaab is a security level 4 duty station.
The security situation continues to be a challenge in SO Dadaab and the candidate needs to have undergone proper security training. Meanwhile, staff movements within the Dadaab Operation Area are restricted and must comply with the security requirements. All staff are obliged to adhere to security advisories. Staying in the office compound is regulated by a curfew in effect during the night and the requirement to answer daily radio checks.
Field travel is subject to military/police escorts and candidates of certain nationalities may face additional constraints in regards to their movement in the refugee camps, which may affect the quality of their service delivery. It would be advisable to check with this office prior to applying.
Additional Factors
Remoteness, isolation and lack of entertainment in social life are the factors to be also considered prior to applying.
