RECRUITMENT OF CADET ASSISTANT SUPERINTENDENTS OF PRISONS

PRISONS AUTHORITY 
RECRUITMENT INTO THE UGANDA PRISONS SERVICE
The Secretary, Prisons Authority invites applications from suitably qualified Ugandan citizens to fill vacant posts of Cadet Assistant Superintendent of Prisons currently existing in the Uganda Prisons Service as specified below:-
Applications should be filled in triplicate on Public Service Form No. 3 (2008) and submitted to the Secretary,
Prisons Authority, P. O. Box 7182, Kampala, to be received not later than Friday 18th April 2014.  Hand written applications are also acceptable.
The application forms are obtainable from the Public Service Commission offices, Farmers’ House, 2nd floor, Kampala and Prisons Authority offices, at the Uganda Prisons Headquarters, Plot 13/15
Parliament Avenue. The Forms can also be downloaded from the Public Service Commission Website on www.psc.go.ug.
Applications should bear the title of the post as well as the Reference Number specified against the vacancy.  Applicants should attach three (3) sets of photocopies of their certificates and testimonials plus three (3) recent certified passport size photographs.
Applicants who are already in Government Service should route their applications through their Heads of Department who must be informed of the closing date to avoid delay. 
Applicants should be physically and medically fit and should not have been charged with any criminal offence in any courts of law. The applicants must have the right attitude and be willing to work in difficult conditions and environment.
In addition, successful candidates must be prepared to undergo a twelve (12) months Cadet Officers’ Course at the Prisons Training School and Staff College plus three (3) months attachment. Appointment as Cadet Assistant Superintendent of Prisons will only be effective after successful completion of training and pass-out. Uganda Prisons Service is an equal opportunity employer.
Cadet Officers in scientific and professional fields must be prepared to work in a Penal Institution on General Duties for at least two (2) years before deployment to their respective stations of specialization.

 POST:        CADET ASSISTANT SUPERINTENDENT OF PRISONS [COMPUTER SCIENCE] (2 VACANCIES)

SALARY:     UGANDA GOVERNMENT SCALE U4 (SCIENTIFIC CADRE)
AGE:           22-30 YEARS
  MINIMUM QUALIFICATIONS
Applicants must be Ugandans holding an Honours Bachelor’s Degree in Computer Science from a recognized University or Institution.
DUTIES:
The Incumbent will be responsible to the Head of Information and Communications Technology Unit for performing the following duties:
o    Designing, implementing and maintaining Prisons Management Information System responsive to Service needs.
o    Maintenance of Computer networks at various levels of the organization.
o    Designing, updating and maintenance of various databases.
o    Carrying out regular hardware and software maintenance on the designed system and routine trouble shooting.
Conducting regular systems audit and to determine information needs of the service and make proposals to management for adoption and approval.Designing ICT training programmes for prisons staff. Any other duties as may be assigned from time to time. 

POST:        CADET ASSISTANT SUPERINTENDENT OF PRISONS [MECHANICAL ENGINEER]   (1 VACANCY)                 REF: HRM/PA 76/193/08
SALARY:     UGANDA GOVERNMENT SCALE U4 (SCIENTIFIC CADRE)
AGE:        22-30 YEARS
MINIMUM QUALIFICATION
Applicants must be Ugandans holding an Honours Bachelor of Science Degree in Mechanical Engineering from a recognized University or Institution. Knowledge of computer applications will be an added advantage.
DUTIES:
The incumbent will be responsible to the Assistant Commissioner, Engineering for performing the following duties:
  • Providing technical advice on Mechanical Engineering services.
·         Supervising mechanical works (new projects and maintenance works) to ensure compliance
with contractual specifications and time lines.
  • Preparing monthly and quarterly reports for the Mechanical Unit.
  • Supervising and Building capacity of staff in mechanical engineering.
·        Setting maintenance and repair procedures for farm power tools, implements, machinery and other equipment such as air conditioners, generators and water pumps.
·Any other duties as may be assigned from time to time. 

POST:         CADET ASSISTANT SUPERINTENDENT OF PRISONS [ELECTRICAL ENGINEER]   (1 VACANCY)

SALARY:     UGANDA GOVERNMENT SCALE U4 (SCIENTIFIC CADRE)
AGE:           22-30 YEARS
MINIMUM QUALIFICATIONS
Applicants must be Ugandans holding an Honours Bachelor of Science Degree in Electrical        Engineering from a recognized University or Institution.  Knowledge of electrical engineering drawing using current computer applications will be an added advantage.
 DUTIES:
The incumbent will be responsible to the Assistant Commissioner, Engineering, for performing the following duties:
·         Designing electrical engineering works and producing construction drawing.
·         Preparing bills of quantities and costing of all electrical engineering projects.
  • Liaising with UMEME on issues relating to power failures, bills and repairs.
  • Supervising electrical engineering works (new projects and maintenance works) to ensure
  • Monitoring and building the capacity of staff on Electrical Engineering Unit
  • Preparing monthly and quarterly reports for the Electrical Unit.
  • Supervising the Engineering Staff directly under him/her.
·Any other duties as may be assigned from time to time. 
POST:        CADET ASSISTANT SUPERINTENDENT OF PRISONS [MEDICAL OFFICER]   (3 VACANCIES)

AGE:           22-30 YEARS
MINIMUM QUALIFICATIONS
Applicants must be Ugandans holding a Bachelor of Medicine and Bachelor of Surgery (MBCh B) degree from a recognized University or Institution. Applicants must be registered and licensed with Uganda Medical and Dental Practitioners Council.
 DUTIES:
The incumbent will be responsible to the Medical Superintendent, Murchison Bay Hospital for performing the following duties: -
  • Carrying out diagnosis, treatment and management of patients.
  • Evaluating patients and referring them for specialized health care.
  • Delivering quality health care to patients.
  • Adhering to the professional Code of Conduct and Ethics.
  • Conducting outreach and community health programmes.
  • Conducting research activities and health data collection.
  • Compiling and submitting periodic reports.
·         Participating in continued professional development programmes.
·         Any other duties as may be assigned from time to time.

POST:         CADET ASSISTANT SUPERINTENDENT OF PRISONS [AGRICULTURAL OFFICER]

MINIMUM QUALIFICATIONS
Applicants must be Ugandans holding an Honours Bachelor’s Degree in Agriculture (Crop option) a recognized University or Institution.
DUTIES:
The incumbent will be responsible to the Officer In-Charge of a Prisons Farm for performing the following duties: -
  • Drawing operational plans for prisons farms.
  • Coordinating crop husbandry activities on prisons farms
  • Carrying out project planning, monitoring and evaluation of agricultural activities.
  • Liaising with other related organizations: e.g. NARO, NFA, District Agricultural Institutes on Agricultural related activities.
  • Submitting monthly, quarterly and annual reports on agricultural activities.
  • Identifying agricultural inputs and implements.
  • Supervising and appraising subordinate staff.
  • Working out a comprehensive agricultural rehabilitation programmes for inmates.
  • Any other duties as may be assigned from time to time.
POST:        CADET ASSISTANT SUPERINTENDENT OF PRISONS [QUANTITY SURVEYOR]    (1 VACANCY)

SALARY:     UGANDA GOVERNMENT SCALE U4 (SCIENTIFIC CADRE)
 AGE:           22-30 YEARS
MINIMUM QUALIFICATIONS
Applicants must be Ugandans holding an Honours Bachelor’s Degree in Quantity Surveying from a recognized University Institution.
DUTIES:
The incumbent will be responsible to the Assistant Commissioner, Engineering for performing the following duties:  
·         Preparing bills of quantities, documents and costing all civil engineering projects.
·         Developing cost estimates for different projects and making work plans and budgets and work programme for engineering projects.
·         Carrying out valuation of works and variations and preparation of interim certificates and final   accounts for engineering projects (new projects and renovation works)
·         Proving technical input on operational matters.
·         Assisting in the preparation, analysis and checking quantities for building works.
·         Prepare contracts for construction and consultancy services.
·         Participating in construction site meetings and preparing reports
·   Collecting information for certifying payment certificates.
  • Any other duties as may be assigned from time to time. 

            POST:          CADET ASSISTANT SUPERINTENDENT OF PRISONS [GENERAL DUTIES]   (20 VACANCIES)

AGE:            22-30 YEARS
MINIMUM QUALIFICATIONS
 Applicants must be Ugandans holding an Honours Bachelor’s Degree in any of the disciplines either in Arts or Sciences (Pure and Applied) from a recognized University or Institution.
DUTIES:
The incumbent will be responsible to the Officer In-Charge of a Correctional Institution for performing the following duties:
  • In- Charge of Prisons Institutions.
  • Responsible for safety and security of the institutions.
  • Responsible for humane correctional training of inmates confined therein.
  • Supervising and appraising subordinate staff.
  • Responsible for discipline of institutional staff and inmates.
  • Responsible for general accountability of all Government stores under his/her supervision.
  • Any other duties as may be assigned from time to time.
