Job Title: Human Resource Manager

Reports to: Secretary General

Terms of service: 3 years Renewable contract.

Job Purpose: The Human Resource Manager will be responsible for providing guidance, advice and policy direction on all human resource management and development matters affecting and relating to the union.

Key Accountabilities:
  • The position holder will have the following accountabilities;
  • Dealing with the day to day HR issues emanating from members of the Union
  • Advising the Union on issues related to Collective Bargaining Agreements and all matters related to labour laws ensuring their compliance
  • Ensuring proper application and interpretation of human resource policies, regulations, procedures and systems in the public service
  • Advising the Union on HR planning and succession management strategies
  • Liaising with the relevant Government Agencies and other Unions on all matters related to human resource management
  • Researching on HR best practices and other HR issues affecting the Union
  • Overseeing and coordinating human resource services including training and development for the Union Secretariat staff
  • Initiating systems and management practices that facilitate efficient and effective management of the human resources
  • Preparing Personnel Emoluments (P.E.) Budget for the Union Secretariat staff
  • Ensuring effective and efficient payroll management
  • Designing of human resource management and development strategies and translating them into policies and programmes
  • Proposing performance improvement strategies and policies that are adaptive to the changing work environment.
  • Possess a Bachelor’s degree or higher diploma in human resource management , business administration, public administration/public management, industrial relations or in a related field from a recognized institution;
  • Have served as a Human Resource Manager for at least ten (10) years, five of which must be in the public service;
  • Be registered with the relevant professional body;
  • Attended a management course lasting not less than four weeks;
Job Related Skills:
  • Have a thorough understanding of labour laws, public sector policies, regulations and procedures and emerging issues in human resource management and development;
  • Possess conceptual, analytical, research and report writing skills
  • Be proficient in computer applications
  • Be a team player
  • Have shown merit and ability as reflected in work performance and results.
