Job description
Gatsby is developing an ambitious and innovative new initiative: Msingi (working title) will be an East African industry development and investment organisation aiming to support the growth of competitive industries in the region. It will identify strategic industries in which East Africa has a comparative advantage and catalyse their growth through support to technology transfer, capability building and access to finance for pioneer businesses. This will be complimented by wider support to the industries’ competitiveness, such as on policy, technology research & development, human capacity or to key industry institutions. Msingi will operate over the long term (20+ years), building world-class knowledge and expertise with private sector DNA at its heart. Gatsby and the UK Department for International Development (DFID) have committed $50 million in total to fund Msingi’s first 5 years, and Gatsby is now in the process of setting the organisation up.
Gatsby has built the ‘Msingi Development Team’ (MDT) to finalise Msingi’s design and set it up through 2015, and then to provide on-going support and oversight to the organisation in its first 3-5 years. The core team numbers approximately 10 and is based mainly in Nairobi – albeit with a strong regional focus (in line with Msingi itself) and with a number of additional team members, advisers and consultants based in wider East Africa and the UK.
The Programme Manager will be central to the work of the Msingi Development Team. Working closely with and reporting in to the Senior Programme Manager, the Programme Manager will play a vital role primarily in supporting the strategic planning and coordinating the work of the Msingi Development Team, as well as supporting engagement with Msingi’s funders and the development of Msingi’s overall strategy. In this there will be significant scope for growth and to rapidly take on considerable responsibility.
Specific areas of focus for the Programme Manager will include supporting on the following:
1) Msingi Development Team strategic planning, resourcing, coordination & learning
Designing and developing key overall strategic planning documents for the team and tracking progress against these plans
Developing resourcing models and budgets to support these work plans, and supporting engagement with strategic HR & recruitment providers to continue to build the team
Ensuring effective collaboration and cohesion amongst the different work-streams by designing and setting up key workshops and meetings
Supporting the capturing and sharing of important learning arising from the programme management elements of Msingi’s development and roll out; and supporting team development and training
2) Gatsby engagement
Technical engagement: Developing updates and obtaining input and guidance on key technical areas relating to Msingi’s design and its roll out process, and key elements of strategic programme management. This will be via engagement with and obtaining strategic guidance from both Gatsby’s senior management and Lord Sainsbury.
Reporting: Developing Gatsby Trustees papers and associated budget requests, developing agendas for key update meetings and drafting briefing papers & notes for Lord Sainsbury and Gatsby’s senior management
3) Co-funder engagement
Designing and developing the terms and mechanisms of Gatsby’s engagement with confirmed co-funders, and drafting key documents to outline this (such as Memorandums of Understanding, Terms of Reference, etc.)
Supporting the coordination of Gatsby’s engagement with Msingi’s confirmed co-funders, including planning out meetings and coordinating the development of update materials and reporting
4) Supporting on the oversight of Msingi Development Team operations
Working to support the Senior Programme Manager in oversight of MDT operations. This may include, for instance, involvement in financial planning and budget tracking, review of operational policies and procedures, oversight of office management, etc.
5) Development of Msingi’s strategy
Drafting and developing key strategy documents for Msingi – both introductory external documents and internal business plans and work plans for Msingi
Planning out strategy workshops, and drafting agendas, presentations and supporting the facilitation of these
Supporting the Msingi Development Team’s engagement with advisers focused on cross-cutting elements of Msingi’s strategy – such as on technology transfer
Conducting any additional research & analysis to support the development of the strategy
Given the dynamic and evolving nature of the work, this role will require a high degree of flexibility and the ability to adapt easily to new tasks and changing imperatives and priorities, supporting on additional areas of programme management as they arise.

- Experience in identifying and working with a diverse range of team members, consultants & advisers
- Good experience working in East African markets
- Experience either consulting to the private sector (such as in a professional services firm) or working within a corporate
- Some experience of private sector or markets development initiatives
- At least seven years relevant work experience in total
The following capabilities are preferred:
- Strong written skills, including the ability to write clear, articulate, concise, well-structured and professionally presented documents
- A rigorous attention to detail and commitment to the highest levels of quality in all aspects of work
- The ability to plan and manage complex processes involving many variables, stakeholders and a wide range of team dynamics, to a high degree of quality
- Excellent analytical skills, including the ability to quickly learn and understand new information, synthesise a large volume of information and think in a clear and structured manner.
- The ability to be flexible, to work well in a quickly changing and evolving environment and to be comfortable with ambiguity
