UN Women Kenya Communications Strategy National Consultant
1.0 Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.
It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blue print, the Vision 2030 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2014-2018 and, UN WOMEN Global Strategic Plan.
The Kenya Country Programme – “Gender Equality and Women’s Empowerment Gains Consolidated’ – aims to achieve the following results:
(i) increased women’s leadership and participation in governance;
(ii) strengthened women’s economic empowerment;
(iii) increased protection of women & access to justice for women; and
(iv) strengthened women’s leadership in peace building and humanitarian response.
Position Summary
Under the overall guidance and direction of the Deputy Country Director, and in close collaboration with UN Women’s Kenya’s Communications Analyst, and relevant Programme Team Leaders, the Consultant is responsible for developing strategic communications strategy.
The Consultant will collaborate closely with the Knowledge Management consultant, UN Women Kenya Communications, and communications strategy task force to ensure the communications strategy is aligned with corporate communications policies and initiatives.
The communication Analyst had elaborated a first draft in December 2014 which was presented in the annual staff retreat for feedback in December 2014.
A task force was established that represented UN Women Kenya Programmes that’s is; Planning and UN Coordination, Social Economic Development, Democratic Governance and Peace and Security Programme that will oversee the revision and elaboration of the communication strategy.
2.0 Scope of Work
The Consultant will be required to: Revise and finalize draft a communications and advocacy strategy and structure already in place, outlining clear objectives, target activities, allies, deliverables and indicators, as well as an implementation plan for the first year and advice on funding opportunities for such work.
The consultant will specifically:
a) Participate in a communication workshop with all KCO staff to elaborate communication strategy content
b) Ensure linkage with RM strategy, programming and KM strategy
c) Work closely with UN Women Kenya task force and determine the communication requirements that must be met to support the goals for the formulation of the communications strategy
d) Assess the communication capacities of all staff;
e) Identify and detail approaches for fulfilling the communication requirements in a comprehensive and co-ordinated strategy
f) Finalise communication objectives for the Kenya country strategy, units, key messages and targets communication channels and key audience.
g) Prepare a list of the resource needs (human and financial) and estimated implementation budget;
h) Prepare a implementation plan for the approved strategy
3.0 Output – Deliverables
The Consultant will be required to present:
A gap analysis of the draft communication strategy
Final draft of proposed revised communication strategy
SMART objectives and targets of the proposed communication strategy
An implementation plan for the first year of (responsibilities, timeframe and budget)
An instrument framework for measuring the achievement of communication strategy.
4.0 Time Schedule
The assignment is for a period of 10 days. Commencing 15th April 2015 to end of May 2015.
5.0 Education and Experience
- The eligible consultant must have a masters in mass communications/public relations/ communications analysis & planning/ and must have demonstrable extensive experience in undertaking similar work.
- In addition to this the applicant should have:-
- At least 10 years of work experience in development issues
- At least 6 years working experience in designing communications strategy
- Experience in conducting communications needs analysis and strategic design as well as managing communication campaigns.
- Outstanding Interpersonal, analytical and communication skills required to train / coach staff and give occasional presentations.
- Outstanding report writing skills
- Ability to follow deadlines, accuracy and attention to detail
- A high level of literacy and proficient in written and spoken English and demonstrable capacity to work with diverse stakeholders-including Government of Kenya officials.
- Strong analytical skills including analysis of both quantitative and qualitative data.
- Excellent organizational and time management skills required to meet deadlines.
- Ability to work independently and as part of a team.
- A high level of Competence in Information Technology (IT).
Duration: The consultant will work for 10 days from 20th April 2015 to 8th March 2015.
