Organizational Setting and Reporting
This position is located in the Finance and Budget Section of the United Nations Support Office for AMISOM (UNSOA), based in Nairobi. The incumbent will report to the Chief Section.
Responsibilities
Within delegated authority, the Budget Officer will be responsible for the following duties: BUDGET PREPARATION:
Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, supporting the Self Accounting Units with their submissions.
Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
Reviews, analyses and provides input into finalization of budget documents by reviewing, comparing and justifying variances in account levels form one year to the next.
BUDGET ADMINISTRATION:
Issues allotments, including redeployment of funds when necessary, reviewing to ensure appropriate expenditures.
Monitors budget implementation and determines/recommends reallocation of funds when necessary.
Monitors expenditures to ensure that they remain within authorized levels. Consolidate Monthly Expenditure Projections from the Cost Centers; and prepare the monthly expenditure projections for the Personnel Cost Center (Military, Police, International, National and UNV) to monitor availability of funds.
Oversees and reviews on behalf of the entire Mission, the flow of activity in Umoja regarding the Budget Unit.
Ensures that the Budget Unit understands and is aware of its role in Umoja
Oversees the Umoja implementation and management for the Budget Unit
Provide adhoc financial information and reports as may be requested by the Cost Centers, UN Board of Auditors and UNHQ.
Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
Prepares relevant documentation with respect to budget performance submissions.
Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
Provides substantive support to intergovernmental and legislative bodies.
GENERAL:
Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
Monitors and supervises the work of subordinate staff as required;
Oversees the management of QIPS and Trust Fund activities
Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
