Senior Public Affairs Manager

With our constant focus on sustainable growth, The Coca-Cola Company’s (TCCC), Eurasia and
Africa Group (EAG) has prioritized strengthening our relationships with external stakeholders as business critical. The ever-changing public affairs and regulatory landscape across the BU, requires us to place greater focus in how we manage threats and seize opportunities for our business in a way that unlocks value for us. Strengthening the capacity in the PAC function and in the public and regulatory affairs field in particular is key to this strategy. CEWA is a BU that spans across 30 countries, working with diverse and complex Governments and stakeholders. The Senior Public Affairs Manager is expected to lead our public policy and regulatory affairs agenda, with special focus on Government Relations, public policy and external stake-holder relations. She/he is expected to support the CEWA PAC Director as a strong contributor, especially in the fields of changing legislative requirements and executive level interactions with the different stakeholders. The role will include overseeing of all Government affairs as well as improved collaboration with intergovernmental organizations and forums to establish and maintain effective working relationships and network among key legislators relevant to the business in our key markets.
Responsibilities:
To lead the development and implementation of the Public Affairs strategy for the Coca-Cola system in CEWA , specifically driving the development of a stakeholder engagement plan and implementing it across bottler territories in order to minimize the impact of changing regulatory policies and frameworks that may impact on the business
To develop relationships with key external stakeholders, including influencers in the health & wellness space, that will enhance our reputation and foster a positive environment in which business can thrive
To identify high value public policy/Tax threats and opportunities and put in place, actionable steps to mitigate and/or seize opportunities for growth in the BU
To lead BU and Bottlers on all matters related to influential stakeholders in key countries and be the liaison with Group and Corporate on matters that have BU-wide or potential global impact
KEY DUTIES/RESPONSIBILITIES:
To develop and implement Public Affairs strategies, Manage Tax and regulatory issues that have significant impact on the business (PET recycling, Tax lobbying, Category perception management with Health and wellness influencers) – 40%
To direct and implement Government Relations plans, projects and activities and align to the Coca-Cola system’s overall business objectives. – 30%
To advise the Bottlers on bottler specific Public Affairs issues and to continually enhance the capability of the system PAC managers utilizing the Stakeholder development framework, in collaboration with the Franchise and BU leadership teams – 10%
To be the Center of Excellence for Stakeholder Relations for the Coca-Cola system in CEWA by developing the capabilities of all system PAC managers in our franchise and bottling system; to lead and maximize long term profitable volume growth and affordability opportunities through seizing opportunities in the changing economic environment – 20%
COMMUNICATION COMPLEXITIES:
EAG PAC – Group alignment on all key priorities re: Government relations
CEWA BU President – Business leader. Support through BULT
CEWA PAC Director – Function head. Will be directly accountable to, on entire scope of this JD. Reports on daily basis on all activities, other business
Franchise PAC managers – Cross-functional task forces, Build GR capability
BULT (HR, Mrk, Tech, Fin, Legal,) – Issues management through line manager/Tax and regulatory threats and opportunities
Key Bottlers – Involve in network developing for long-lasting, authentic relationships; Build Government relations capability that drives business value
Media (national) – Build compelling cases for fairness and equity in taxation
NGO’s/ Ministries/Government agencies/ International Institutions – For building authentic, meaningful, long lasting working relationships
JUDGMENT AND DECISION MAKING:
Positions and determines the BU’s strategic and high value Public Affairs opportunities and threats
Leads tax and regulatory initiatives across the BU, working in partnership with franchises
Determines which opportunities the business should invest behind in order to unlock growth
Understands the business environment sufficiently to take action on all lobbying decisions
INNOVATION:
Role is expected to drive innovative and efficient engagement and lobbying processes in dealing with evolving and changing Governments across the BU. Must be constantly monitoring these processes to ensure relevance and sustainability.
SUPERVISORY RESPONSIBILITIES
Responsible for the thought leadership and execution of all Public Affairs Strategies across the BU, co-creating with the BU PAC Dir. in the design of processes and activities, objective setting and follow up, performance evaluations, coaching & feedback.
Execute via coaching and leading franchise PAC managers across the BU
QUALIFICATIONS / COMPENTENCIES / SKILLS: Leader of Others
Technical/Professional Skills:
High level project management skills and knowledge, at international level.
Competent written and oral communication skills
Experience in working with international institutions (or multinational companies)
Technical knowledge on Tax lobbying and regulatory affairs
Corporate communications (asset)
Media relations skills (asset)
RELATED EXPERIENCE REQUIREMENTS/ QUALIFICATIONS:
Required Experience
At least 13 years’ experience in Government relations or Public Affairs or related discipline.
Strong leadership skills: ability to think strategically and lead, inspire and motivate employees to deliver results in a team environment.
Sound knowledge of the operating environment, including analytical understanding of the policy, regulatory and tax systems and cultural norms and how they impact the Company’s business.
Strong communication and influencing skills: ability to articulate and persuasively communicate facts through the appropriate medium and achieve desired impact on audiences.
Multi-tasking and balancing immediate and long term goals: ability to prioritize issues and effectively meet strategic and routine deliverables.
EDUCATIONAL REQUIREMENTS:
University/Advanced degree
Postgraduate/Masters degree – Added advantage
PREFERRED QUALIFICATIONS:
A first degree in Economics, Communications, Public Administration or any other social science discipline
CULTURAL DIVERSITY:
Should be able to build relationships with employees and stakeholders from varying cultural backgrounds.
Should be able to predict and respect trends in the communities and adapt communications strategies in an appropriate manner.
WORKING CONDITIONS:
Volatile economic, social and political environments in travel and issues to resolve.
TRAVEL REQUIREMENTS:
About 40 – 50% travel within BU and some 15% international travels.
