March 13, 2015 Job Description
Jhpiego is the lead implementing partner for the USAID’s five year Maternal and Child Survival Project (MCSP), which aims to scale up evidence-based, high impact reproductive, maternal, newborn and child health (RMNCH) interventions with increased equity to end preventable maternal and child deaths.
These interventions will be scaled up in select counties with poor maternal, newborn and child health indicators with a strong emphasis on program learning and accountability to strengthen RMNCH outcomes across the continuum of care from the household, through the community to the health facility level.
We are currently looking for an experienced manager with excellent technical skills who is a team player, dedicated, hard-working, highly motivated and able to work in a high pressure environment requiring multi-tasking with minimum supervision.
Monitoring Evaluation and Research (MER) Manager
Reporting to the Technical Director MCSP and with general guidance from Monitoring and Research Director, the Monitoring Evaluation and Research (MER) Manager will lead the MER function of the project specifically, in the development of the M&E framework, monitoring of project implementation, reporting of the key project indicators, and take the lead in promoting and spearheading all research activities of the project.
This position is based in Kisumu to cover Kisumu and Migori counties.
Responsibilities
Provide technical oversight and guidance in all aspects of the project monitoring, evaluation and research
Work with Kisumu and Migori CHMTs to improve the quality of data and utilization and strengthen reporting of RMNCH/FP/nutrition/WASH indicators in the two counties
Provide on-the-job training and mentorship of the County and sub-county HRIOs and technical staff to improve timeliness and accuracy of reporting and uploading of data into DHIS2
Provide leadership in managing project reports, preparation of monthly and quarterly reports
Develop tools and strategies to improve evidence based programming
Compile and analyse data for performance monitoring and evaluation for good overview of project performance.
Coordinate with partners to create, test, and refine relevant M&E frameworks for effective collection, storage and use of service provision data
Assist in gathering technical updates on program planning, monitoring, evaluation and research
Qualifications
A Masters degree in M&E, computer science, statistics, epidemiology, or a public health-related field
Five years of work experience working in M&E for public health projects and HMIS
Knowledge of DHIS-2 including developing dashboards.
Excellent analytical, oral and report writing, and interpersonal skills
Computer literacy, particularly in the use of SPSS and MS Word, PowerPoint, Excel and Access
Individuals with the following experience will have an added advantage
Working in reproductive, maternal and child health field and research
Working with MOH systems and personnel and USAID-funded projects
