The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance.
It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles.
The ICRC Somalia Delegation in Nairobi implements the institution’s humanitarian activities in Somalia and is seeking for an experienced and motivated person to fill the position of:
Civil Engineer Premises
The Premises engineer is in charge of all construction and rehabilitation works related to ICRC premises (residences, offices, warehouses) all over Somalia.
The candidate should be flexible to travel in all regions of Somalia and spend the necessary periods of time in order to follow up activities.
Main Responsibilities:
Participate in the process of identifying and assessing new premises for ICRC, in compliance with the security standards and requirements,
Designs, supervises, coordinates and implements all new construction / rehabilitation / extension works related to premises and warehouses in Somalia according to the needs and priorities set by Admin department,
Performs engineering calculations and prepares technical documents according to ICRC standards and procedures (i.e. drawings, BoQs, tenders, contracts, MoUs),
Passive security of premises: implements the necessary measures as to insure passive security of the premises, taking into account the advices of OP_DIR_SECU_STRESS, and makes sure that the passive security standards of all ICRC premises are followed,
The engineer will report to the Administration coordinator,
The engineer, according to the Admin identified needs and priorities, will draft proposals for interventions and feasibility studies with all technical details and submit them to Water and Habitat
After approval of Water and Habitat, the engineer, with support from Water and Habitat and Administration, will prepare all the administrative and logistic procedures, including tender documents, contract drafts, etc,
During implementation, the engineer will report directly to Water and Habitat and Administration on the progress of works, and will revert to Water and Habitat for technical decisions,
Writes proposals, activity and progress reports; Writes minutes of meetings (with contractors, suppliers, etc.),
Interprets accurately from English to National language and vice versa during meetings and otherwise, as required,
Adapts his/her behaviour to various interlocutors,
Ensures necessary administrative work is implemented on time,
Knows, applies and complies with all the administrative procedures linked to his work, Time reporting, budget follow up, etc). Monthly cash forecast and financial follow up in respect of yearly activities.
Minimum Requirements:
University degree of Science in the field civil engineering, or any related field,
2 years’ work experience in construction or project management or large scale maintenance programs,
Fluent in written and spoken English and Somali,
Team leadership skills,
Good reporting skills,
Good communication skills,
Very good knowledge of Microsoft Office and CAD software,
Ability and flexibility to travel in different regions in Somalia.
