Monitoring, Learning and Knowledge Management Advisor
Background:
Economic assets rarely reach girls directly. Whilst data on girls’ asset ownership is scarce, women are estimated to own less than 10% of the world’s property, and there are an estimated 250 million adolescent girls living in poverty globally. We know that assets are the building blocks of economic and social progress, leading to better outcomes for girls, their families, their communities and future generations, but there is limited evidence about which assets achieve the greatest impact, at what ages and in what combinations (e.g. with education, skills and social networks) in any given context.
SPRING www.springaccelerator.org is a five year programme funded by the Department for International Development (DFID), Nike Foundation and U.S. Agency for International Development (USAID) that aims to stimulate innovation and investment in new and adapted products and delivery mechanisms for girls across up to 8 countries. To achieve this, the initiative will support the development of sustainable and scalable business models for products contributing to girls’ economic empowerment – and reaching them directly. GRM International manages the programme on behalf of
DFID, Nike and USAID.
SPRING has the potential to sustainably and significantly improve the livelihoods of up to 50 million girls through access to assets by 2030. It is expected that the programme will deliver the following results by 2019:
Delivery of grantee’s products that enhance the economic outcomes of up to 200,000 girls.
Improved grantee business performance e.g. increased sales and external investment
An enhanced strategic evidence base to inform future girl programming and attract donor, government and private sector investment
Effective communication and dissemination of evidence gathered.
Outline of Position
Expected contract commencement date is 17 March 2015. The initial contract will be for 3 months, with a possible opportunity to transition into a full-time permanent position. This position will report to the Team Leader and Results Director.
Tasks
Finalize indicators and process of collecting, verifying and storing Key Performance Indicator (KPI) data from grantees
Develop a training package and training manual for grantees on setting and tracking Key Performance Indicators
Provide training for SPRING grantees on M&E during boot camp
Liaise with fund manager and review draft grant agreement and process of setting and monitoring grantee milestones
Develop or oversee design of project MIS/database and data capture tools
Coordinate production of quarterly report for donors
Collate baseline data provided by grantees on Key Performance Indicators, collect data on business operations, and share these data with the M&E partner.
Assist workstream leaders with designing process evaluation indicators and data capture tools for key activities.
Work with the Finance and Operations team to ensure collection of accurate financial data required for assessing the programme’s Value for Money (VFM)
Liaise with M&E partner to refine plans for project evaluation, including business performance evaluations, programme evaluation, impact evaluation and evidence production/dissemination.
Key Deliverables
M&E framework and BPI/KPI data dictionary
Data collection tools and storage procedures for BPI/KPI data
Draft M&E training package and training manual for grantees
Draft quarterly report for donors
Desired Qualifications:
The consultant should have the following skills and qualifications:
Master’s degree in related field, plus minimum 5 years relevant experience
Experience in M&E systems design (indicators, frameworks, data collection tools, data capture systems, procedures, etc.)
Experience conducting and/or leading data collection efforts
Experience coordinating multiple stakeholders in data collection and reporting efforts
Knowledge of business metrics, including measuring social impact
Familiarity with business accelerator/incubator programmes
Excellent analytical skills
Excellent communication skills
