Recruitment of a Geographic Information System (GIS) Consultant / Expert

A. Background Information: The Ministry of Devolution and Planning through the Directorate of Arid and Semi Arid Lands (DASAL) is responsible for leading and coordinating development policy for the ASAL region.
During implementation and monitoring of the Northern Kenya and other Arid Lands development policy, resource mapping and spatial information are expected to play a key role.
B. Rationale: The DASAL is developing a GIS tool for information sharing and ultimately updating in real-time for planning and management purposes, this will also improve decision making and allocation of resources to the proper locations.
In addition, it will help improve transparency, identify risks, help community management of critical resources, planning demographic changes to community, tracking of development programs, impact analysis safety and security population trends and resources management, develop and strengthen linkages between users and data managers in DASAL and the Counties and develop a metadata base for the GIS.
The Ministry and our Development partners through DASAL seek to engage a GIS Consultant/Expert to manage the GIS lab.
The purpose of this call is to invite a competent individual with qualifications experience and expertise to assist the DASAL to further develop and manage the already established GIS system.
The consultancy will be for a period of 12 months.
Duties and Responsibilities
The consultant shall be responsible to the Principal Secretary, Ministry of Devolution and Planning through the Head of DASAL during the assignment of the following:-
Provide full time technical support in GIS at DASAL.
Train DASAL staff on the use and management of the GIS.
Ensure that database content meets the needs of users
Promote use of the data through the ASAL GIS Web portal
Improve capacity of DASAL technical staff to use the GIS through Hands on support.
Improve capacity at County level to access and use the DASAL GIS database through the ASAL GIS web portal
Collect and digitize the foundation baseline data from various sources from all the 27 ASAL counties.
The consultant will provide a monthly technical report that will be presented at monthly progress meetings.
Qualifications Required
The proposed consultants should possess the following qualifications;
A University degree in geographic information systems, computer science or relevant qualifications from recognized institution;
Minimum of 5 years of professional experience on geo-spatial application and development with demonstrated GIS knowledge and practical skills;
Knowledge of key GIS software and practical experience in database-system application development and database management;
Additional background in ARC GIS software, knowledge of related software systems (Google Earth, ERDAS and other spatial databases), knowledge on various GIS and related open source tools;
Previous experience, providing training in GIS systems and their application;
Excellent interpersonal skills and demonstrated ability to communicate with project stakeholder; and
Client-oriented interpersonal skills and ability to work in a multi-cultural organization.
