Vacancy: Manager – Monitoring, Analysis and Learning
Start Date: March, 2015Reporting To: Senior Manager, Monitoring Learning and Information Systems (MLIS)
Location: Kisumu, Kenya, with domestic travel

B. About Monitoring Learning and Information Systems (MLIS) TeamThe MLIS team is critical to the identity and work of Evidence Action.
The team embodies the evidence-based nature of Evidence Action’s work and enables Evidence Action to be a cutting-edge, data-driven organization.
The team provides services across Evidence Action’s Africa Region through four sub-teams that work closely together to deliver quality, timely and useful information:
Learning and Communication (L&C): This team is responsible for supporting the program teams with timely information in innovative, useful and clear ways to translate analysis and research to evidence-based decision making and action.
Monitoring, Analysis and Research (MAR): This team is responsible for ensuring that all ongoing program monitoring needs are met and analysis and research is conducted to support program improvements.
Management Information Systems (MIS): This team is be responsible for ensuring that the all programs have access to timely and useful data for day-to-day programmatic planning and decision making through a cloud-based multi-user system.
Data Quality and Management (DQM): This team is responsible for ensuring access to quality and timely data to meet all ongoing program needs; including monitoring, information systems and analysis and research.
C. About the Position: Manager, Monitoring, Analysis, and ResearchWithin Evidence Action’s Africa Region, the Manager – MA&R is responsible for:
1) Designing and implementing program monitoring and evaluation,
2) Prioritizing the research agenda and leading research design in the areas of program operations, cost-efficiency, coverage and adoption,
3) Leading analysis efforts to affect optimal programmatic improvements by making use of innovative analysis techniques and “right-sized” data-driven decision making,
4) Building and maintaining systems, processes and tools that enable MA&R activities, and
5) Managing MA&R team members including recruitment, retention and ongoing development of professional skills and capabilitiesD. Description of Duties
1) Lead a team of analysts in generating actionable recommendations from program data
Guide a talented team of analysts to:
Ensure the availability of useful, accurate, timely data for day-to-day operational decisions via the programs Management Information System (MIS)
Produce all required summary statistics for a wide range of donors, partners, and interested third-parties
Correctly analyze all program data that supports the generation of the maximum number of claimable carbon credits
Update and improve a suite of generalized templates that summarize core operational data for Evidence Action programs
Create maps and geographic analysis that describe program activities and highlight areas for improvement
Conduct adhoc pieces of analysis as maybe needed by the program
Share and ensure understanding of the methodology, conclusions, and recommendations of analysis efforts by program team leadership and learning and communication staff
2) Design Effective Monitoring strategies for current and potential Evidence Action programsLead the creation of technically sound content for:
All measurement, sampling, and survey strategies and designs for effective program monitoring and evaluation
Well defined, achievable performance targets and key performance indicators for Africa Region programs
All carbon crediting systems and affiliated labels and requests (i.e. Gold Standard)
3) Diagnosis and facilitation of Evidence Action program data needsServe as the primary liaison connecting programs to data services ensuring:
That the MLIS team accurately understands program needs and desires for data and information
Evidence Action programs receive, engage with, understand, and are able to act on MLIS findings and recommendations
Program leadership correctly understands the services of MLIS and the methods available for requesting support
That programs seeking data support efficiently leverage MLIS expertise and resources where possible and MLIS’ connections to external partners as necessary
4) Effective management of the Monitoring Analysis and Research & Learning and Communication sub-teamsOversee and develop the MAL team by:
Recruiting, retaining, and managing the Monitoring, Analysis, and Research & Learning and Communication team members – currently 5 technical team members with potential for expansion
Ensure the ongoing professional development of MAL team members’ professional skills and capacities
Ensure that MAL team members uphold and promote a service-oriented and client-driven approach to their relationship with programs
Support programs in the sourcing and management of external consultants for areas of data-related technical expertise
E. Qualifications, Experience and Skills
Bachelor’s degree (Master’s preferred) in economics, statistics or another quantitative field
Strong familiarity with a range of data processing, statistical, and geospatial software packages such as Stata, Excel, R, CSPro, Open Data Kit, ArcGIS, QGIS etc. with the ability to discover, learn apply new technologies that increase the efficiency of data analysis and learnings
Work experience in entrepreneurial or start-up environments in Africa
Strong interpersonal and communications skills to work effectively with a team that is geographically dispersed
Self-directed/self-motivating personality, with proven ability to manage demands from multiple supervisors while adhering to program deadlines and priorities
Quick to learn, motivated to self-teach and capable of independently translating new knowledge into practice
Willingness to travel as needed to support Evidence Action programs
A minimum of 3 years of experience including 2+ managing a team of researchers/analysts
Interest in applying research, evidence and data-driven decision making to large-scale programs with an appreciation for practical and logistical constraints
