Consultancy to provide technical support and advice to finalise the setup of regional M&E System

Caritas Switzerland seeks a highly experienced M&E Specialist to provide technical support and work with the Deputy Head of Kenya Office to carry forward what has been accomplished, validate, further refine and complete the process that will lead to the development of a regional Monitoring and Evaluation (M&E) system.

Reporting to: Deputy Head of Kenya Office

Duration: 16th – 31st March 2015
Final Report: 31st March 2015
Key Tasks & Responsibilities: Under the overall supervision of the Deputy Head of Kenya Office, over the period of 12 days, the consultant will be expected to conceptualise and finalise the development of the M&E system.
The overall aim of the involvement of a consultant is to strengthen in-house M&E capacity to enable CACH finalise the development of a comprehensive regional M&E system.
The specific aims are:
Provide an overview of M&E system at a conceptual level;
Assess how well developed key M&E components are and propose recommendations. From the recommendations:
Advise and then refine the structure of the regional M&E system;
Develop an M&E operations manual outlining overall data collection, analysis and reporting system and specify the reporting responsibilities and interrelationships of all involved in M&E at all levels. The manual will include an operational plan, procedures, guidelines and a toolkit for the core M&E functions.
Recommend short-term and long-term financial and technical support for operating a regional M&E system
Competencies
A highly experienced M&E Specialist is required to provide short term intensive technical support for the development of final products of the PM&E system:
At least 10 years of relevant experience in M&E design and implementation, results based management, project cycle management and strategic planning;
A solid understanding of developing and implementing M&E systems for NGOs with previous successful involvement with NGOs will be an advantage;
Good knowledge of concepts and framework for M&E and demonstrable experience in delivering monitoring and evaluation systems and M&E related consulting and capacity building;
Good knowledge of current best practices in M&E for NGOs;
Excellent IT skills, presentation, coordination and organisational skills;
Strong communication and facilitation skills and ability to establish good working relationships; and
Excellent ability to write clearly and concisely Application
