The Presidency

Ministry of Devolution and Planning

Recruitment of Individual Consultants: The Government of Kenya jointly with the Council of Governors and Development Partners established the Devolution Sector Working Group (DSWG) to monitor and support implementation of the devolution Chapter of the second Medium Term Plan.

Specifically, the DSWG is responsible for overall coordination of devolution support programmes and is co-chaired by Cabinet Secretary, Ministry of Devolution and Planning; and the Cabinet Secretary, The National Treasury. Other members include the Council of Governors, National Government Ministries, office of the Controller of Budget, Commission of Revenue Allocation and Development Partners.



The Ministry of Devolution and Planning is required to provide a secretariat for the DSWG and now seeks to engage the following individual consultants to staff the DSWG secretariat.
The assignment will be for a period of 2 years with possibility of being renewed.

B. Rationale: The purpose of this call is to invite competent individuals with qualifications, experience and expertise outlined below.

C. Consultancy Positions

1. DSWG Coordinator / Advisor
(1 Post)

The main objective is to ensure effective and efficient coordination and implementation of DSWG activities by providing strategic advice, technical and management support.
The person will report to DSWG Steering Committee and Technical Working Group.

Duties and Responsibilities
Provide strategic advice and implementation support on the DSWG functions.
Oversee DSWG Secretariat operations and implementation of the annual workplan.
Support monitoring of devolution process and support projects.
Liaise and engage with relevant Sector Working Groups and other stakeholders.
Perform any other duties assigned.
Qualification and Experience

The candidate should have a first degree and a master’s degree in Project Management, Business Administration, Economics, Law, International Relations or related discipline from a university recognized in Kenya.
The candidate must also have a minimum of 10 years working experience in programme management; governance; operations or related functions.

Public Sector experience will be an added advantage.

2. Programme Manager
(1 Post)

The main objective is to provide management support for the DSWG as well as support coordination of donor funded devolution projects under the Ministry of Devolution and Planning.
The person will report to the Programme Coordinator.

Public Sector experience will be an added advantage

Duties and Responsibilities
Support implementation of the DSWG Terms of Reference and annual work-plan.
Manage the devolution sector database/portal
Manage the devolution Monitoring and Evaluation Framework.
Support implementation and reporting of donor projects supporting devolution.
Perform any other duties assigned.
Qualifications and Experience

The ideal candidate should have a first degree and a master’s degree in Project Management, Business Administration, Economics, Law or International Relations.
The candidate programme management, governance, operations or related functions.

Public Sector experience will be an added advantage.

3. Programme Officer – Monitoring and Evaluation
(1 Post)

Under the overall supervision of the Programme Manager, the Programme Officer will support implementation of the DSWG activities.

Duties and Responsibilities
Assist in the development of data collection tools and submission of M&E reports.
Prepare status reports as required by the DSWG.
Organize and support field trips and project monitoring activities.
Support coordination of peer reviews and any joint project review missions.
Perform any other duties assigned.
Qualifications and Work Experience

The ideal candidate should have a first degree in Project Management, Business Administration, Economics, Law or International Relations.
The candidate must also have a minimum of 5 years working experience in monitoring and evaluation,programme/project implementation or related functions in a similar position.

A master’s degree will be an added advantage.

4. Project Officer – Finance

(1 Post)

Under the overall supervision of the project manager, the project officer will support implementation of the DSWG activities in both financial and administrative capacities.

Duties and Responsibilities
Prepare financial and project reports on regular basis.
Liaise, collaborate and consult with all project partners and beneficiaries, arrange and attend meetings, produce reports/minutes of meetings as necessary.
Support in implementation and reporting of donor projects supporting devolution.
Support delivery and implementation of the DSWG terms of reference.
Perform any other duties assigned.
Qualifications and Work Experience

The ideal candidate should have a first degree in Finance, Accounting, Business Administration, Economics and professional qualifications in accountancy up to the final level (CPA-K) or (ACCA).
The candidate must also have a minimum of 5 years working experience in financial management, accounting, audit and/or related functions in a similar position.
Experience in project management will be an added advantage.
