SHOPS Project KenyaConsultancy: Franchising Expert Location: NairobiBackground: Strengthening Health Outcomes through the Private Sector (SHOPS) Project is a global five-year USAID-funded project, which aims to expand the role of the private sector, including NGOs and for-profit entities in the sustainable provision and use of high-quality health information, products and services.

SHOPS builds upon decades of USAID support and leadership in private health sector programming, with an emphasis on exploring and advancing private sector innovations.SHOPS is providing technical support to Equity Group Foundation (EGF) for an integrated healthcare initiative. This project aims to provide Kenyans with access to high quality, standardized medical care across several tiers of a network of outpatient medical facilities. The facilities are arranged in a franchise model.

Specific Terms of Reference: The Franchising expert will support the implementation and roll out of the first set of Equity Afia facilities.

The consultant is expected to undertake the following tasks:
Review overall business case and assess strategy, risk, and financial implications
Support pilots health facilities to test the franchise concept; based on experience with pilot facilities, aid in scaling up Equity Afia with additional franchise health facilities
Review the types of services to be provided and the health-related needs of the target population with a lens on disease management and provision of holistic care to vulnerable populations, including those living with and affected by HIV
Review and refine design of franchise model
Continuous assessment of assumptions of business case for franchising
Review decision-making process and assess chosen locations for pilots and first set of franchises
Review and refine referral patterns across and within network of health facilities
Continuous assessment of quality central procurement process and arrangements between and across franchise
Continuous assessment of franchising agreements and management agreements across stakeholders
Continuous assessment of quality, management and financial health of pilots and franchise pilots
Continuous assessment and operationalization of business plan and business expansion plan

Consultant Profile:
At least 10 years’ experience working in/with franchises, preferably commercial and international franchises
Preference for at least 5 years of proven experience in the field of private health care
Must have an understanding of business planning/management
Exceptional written and oral communication skills in English
Team player, commitment to meet deadlines, client oriented
Exceptional managerial and operational experience, preferably in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions
Excellent interpersonal and cross–cultural skills

Duration of Consultancy: The consulting contract is expected to begin from 12th January 2015 to 7th July 2015 and is expected to take 130 working days.
