Job Description

Position: Country Representative / Senior Program Officer

Location: Nairobi, Kenya

Salary: Competitive and Commensurate with Experience (US $40,000 – $50,000)

Financial Services Volunteer Corps (FSVC) is a not-for-profit, private-public partnership whose mission is to help build sound banking and financial systems in transitioning and developing countries. The premise of FSVC’s work is that sound financial infrastructure, together with the rule of law, is necessary to mobilize domestic savings, attract foreign investment, deepen international trade linkages, and create conditions that promote lasting economic opportunity.

The Country Representative / Senior Program Officer will:
  • Support the delivery of technical assistance by volunteer experts as an advisor to key local counterparts;
  • Manage multiple field aspects of technical assistance delivery by volunteer experts, including program and project activity design, logistical arrangements, implementation, post-project follow-up, and reporting to funders;
  • Build relationships and represent FSVC with key counterpart organizations, including donors, financial sector partners, public and private sector groups, and potential technical assistance recipients to support FSVC’s programs and seek new business opportunities;
  • Continue to strengthen FSVC’s relationship with the East African Community (EAC) Secretariat and financial institutions from EAC member states, including central banks and regulatory bodies, as well as financial sector partners in anti-money-laundering, capital markets, commercial banking, insurance and pension reform;
  • Liaise closely with FSVC NY headquarters team and other field staff to ensure effective program implementation and project management;
  • Take a lead role in business development activities in East Africa and Sub-Saharan Africa, and contribute to proposal writing for additional program funding, including by providing information and reporting on legal and economic developments in the region, which impact FSVC’s program activities;
  • Travel as needed in the region for project implementation, and to build relationships with key counterparts and donor institutions; and
  • Proactively improve FSVC’s effectiveness and impact in the region.
Preferred qualifications:
  • Graduate degree in finance/economics or other program-related field;
  • Five to seven years of experience in financial sector supervision, commercial banking, mobile payments, compliance, and/or capital markets development;
  • If possible, experience managing delivery of international technical assistance programs;
  • Excellent English speaking and writing skills; fluency in Swahili;
  • Excellent organizational and project management skills; and
  • Ability to work independently and proactively.
