Job Description

Introduction

PwC Limited is currently seeking for a Public Transport Institutional Specialist for the Institutional Capacity Building to the Transport/ Road Sector in Kenya (ICBTRS) project. This is a three-year project with overall objective of enabling the transport infrastructure sector for Kenya to contribute to improved conditions for national and regional economic growth and equitable poverty reduction. The purpose of the project is to support Government of Kenya with policy and institutional reforms through improved management of road networks at all levels (national, rural, urban) and improved road network condition and road safety.

Background

From October 2013 to June 2014 an input 1 Management Information System (MIS) assignment was carried out to assess current needs, gaps and make recommendations for the next steps to implement a workable MIS solution for the roads sector. A Road Management System comprises the tools that are used for asset management and is a core component of a MIS within a Road Authority. The Road Authorities in Kenya under the Ministry of Transport and Infrastructure (MoTI), namely Kenya National Highways Authority – KeNHA, Kenya Rural Roads Authority – KeRRA and Kenya Urban Roads Authority – KURA, do not have an appropriate and comprehensive Road Management System (RMS). In order to manage and prioritize the road investments, such a system will store and manage road inventory data, such as road length, pavement type, road condition, drainage, culverts and bridges. The information can then be used for prioritisation of the road investments by the use of dedicated software such as the World Bank’s HDM-4.

Position Summary

The key objective of the assignment is to assist the Ministry of Transport and Infrastructure (MoTI) to lead in the implementation of a coordinated, harmonised sector wide Roads Management System (RMS) framework, and in particular to ensure that the data centre at the MoTI is assisted to contain the essential network database for the roads sector, with an information portal that can access and input information into the system. In order to support this, the RMS Specialist will also provide day to day technical assistance and training as appropriate. The RMS Specialist will work with a number of stakeholders in assisting the MoTI, Road Authorities and Kenya Roads Board (KRB) in harmonising RMS systems for internal day to day operations, as well as high level information required for planning and budget control and reporting.

Duration

The duration of the assignment is up to a maximum of 125 working days.

Qualifications and Experience
  • University Degree in Civil Engineering or equivalent
  • At least 15 years’ professional experience and at least 10 years’ experience in relevant fields in similar projects
  • Experience of working in developing countries and in implementing a range of RMS options
  • Capacity building and training in relation to RMS systems
  • Excellent communication and writing skills in English
  • Programming and GIS knowledge is an advantage
  • RMS System design experience, including training, procedure manual drafting, and ICT policy writing experience.
  • Experience in infrastructure projects preferably roads would be an advantage
