Purpose of the Position

Under the general guidance of the Regional Chief of Operations, the incumbent proactively supports management and oversight of VISION processes for the ESA Regional Office (ESARO) and Country
Offices (CO) within the ESA region by working directly with country offices, the regional office, Supply Division and NYHQ. The incumbent of this post provides coordination and support in the generation of reliable and timely information, monitoring and reporting of system data for the ESA countries and the regional office. The Business Analyst serves as the ESAR VISION RSME (Regional Subject Matter Expert).

Key Expected Results

ANALYSIS, OVERSIGHT AND MONITORING
  • Regularly assesses ESAR countries' use and understanding of VISION via standard VISION and Performance Management Information System reports and queries.
  • Assists Country offices in the monitoring and implementation of Financial Rules and Regulations, associated risks and adherence to internal controls in VISION. Advises country offices on applicable segregation of duties in VISION and adequate mitigating strategies. Develops a database of queries for sharing with all countries.
  • Performs regular analysis of COs VISION utilization, analyses utilization gaps and checks on improvement needs. Provides increased support to countries with the development and fine tuning of VISION business work processes as in-country capacity and knowledge of the functionalities of VISION increases.
  • Participates in the Efficiency & Effectiveness initiative with other regions as well as HQ to advice on the implications and benefits related to VISION implementation for countries in ESAR.
VISION SUPPORT
  • Continuously works to build in-country capacity, develops guides, analyses knowledge gaps, and develops training materials. Provides specialist transactional support via the users network, other regions focal points or HQ.
  • Identifies training needs related to the use of VISION processes, procedures, and reporting for countries and the regional office.
  • Provides VISION user training on the various tools (such as APPROVA and Service Manager) and modules of VISION (to include not only the 'how-to' but also the 'why').
  • Develops business tools, reports, key performance indicators (KPIs) that would help Advisors and Managers carry out strategic analysis. Based on analyzed data from VISION, provides reports to support the monitoring of performance and identification of areas for further improvement.
  • Builds a community of practice and network on VISION aspects, with other regions, HQ and country super users. Ensures that news and VISION developments are promptly communicated and understood, including implications that are a result of policy, rules and regulations changes. Updates relevant communication tools (intranet, newsletter, etc.) and ensures that country offices and the regional office are up-to-date will all relevant VISION developments.
  • Provides punctual assistance to countries' in the area of VISION, through missions, training and conference calls.
  • Responsible for the Approval requests related to the Regional Office, in collaboration with the Operations Manager.
Qualifications of Successful Candidate
  • An Advanced university degree (Master's) in Social Sciences, International Relations, Development, Business Administration, Information Technology or directly related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution is considered an asset.
  • A minimum of five (5) years of relevant work experience in finance, business analysis, operations, etc., with prior hands-on experience in SAP/ERP administration, is required.
  • Awareness of rules, regulations and security policies with respect to system access i.e. Segregation of Duties (SoD), is highly desirable.
  • Familiarity with ERP/SAP interfaces, especially towards the management of various user roles and authorizations is required.
  • Previous hands-on experience in providing technical and business customer support and services related to an ERP system is desirable.
  • Knowledge of UN/UNICEF rules and regulations, and procedures is an asset.
  • Fluency in English is required (excellent writing and communication skills) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
