Senior Procurement Specialist

Background: The East Africa Trade and Investment Hub (the Hub) is the U.S. government’s flagship project under the presidential Trade Africa initiative, launched in 2013 to boost trade and investment with and within Africa.
The Hub partners with East African and U.S. businesses to attract investment needed to transform the East African private sector into vibrant global trading partners.
Improving the region’s trade competitiveness, encouraging the diversification of exports beyond natural resources, and promoting broader, more-inclusive economic growth will lead to more food secure and resilient East African communities.
The goal of the Hub is to deepen regional integration, increase the competitiveness of select regional agricultural value chains, promote two-way trade with the U.S. under the African Growth and Opportunity Act (AGOA) and facilitate investment and technology to drive trade growth intra-regionally and to global markets.
Objectives and Duties:
The Senior Procurement Specialist is responsible for EATIH procurement of goods and services including technical and operational needs, and facilitating execution of procurement operations in accordance with USAID regulations and DAI policies.
The Senior Procurement Specialist will maintain the integrity of the procurement process, including crosschecking accuracy and completeness of documentation.
The Senior Procurement Specialist is responsible for, but not limited to the following functions:
  • Manage all field-initiated procurement processes, ensuring compliance with DAI, FAR, and AIDAR regulations.
  • Facilitate all grant procurement processes.
  • Conduct vendor negotiations, negotiate purchase order terms, write negotiation memoranda and source selection documents.
  • Prepare and issue solicitations and amendments.
  • Prepare purchase orders, modifications, and requests for operations subcontractor consent, as necessary.
  • Facilitate proposal evaluation and vendor selection processes.
  • Maintain and track all local procurement and operations subcontractor data in TAMIS, and ensure close-out documentation is completed in a timely manner.
  • Ensure all supporting documentation is complete, accurate, and uploaded to TAMIS.
  • Monitor, track and expedite TIH procurement activities and delivery status of goods / services.
  • Maintain updated vendors list on regular basis. Ensure timely and accurate entry of vendor information in the system.
  • Coordinate and expedite purchases either locally or internationally, collaborating with the Home Office if necessary.
  • Identify potential vendors and suppliers both domestically and internationally.
  • Participate in activity work planning, and proactively conduct market research in support of anticipated operations and technical needs.
  • Train local staff in aspects of the procurement process, including evaluation committees.
  • Perform other related duties as assigned.
Qualifications:
  • Bachelor’s degree in a relevant field required; a master’s degree is helpful.
  • At least eight (8) years of professional work experience, with a minimum of five (5) year’s experience in subcontracts, grants administration for USAID funded projects.
  • Good working knowledge and experience administering USAID contracts, subcontracts, and grants with FAR regulations is essential.
  • Fluency in English and Kiswahili.
  • Excellent verbal and written communication skills.
  • Computer literate with e-mail, word processing, and spreadsheet experience.
  • Strong judgment and a commitment to fair and ethical practices.
Supervisory Responsibilities: None
 
Base of Operations:  Nairobi, Kenya
 
Reporting: The Senior Procurement Specialist will report to the Administrative, Human Resources, and Procurement Manager.
