Regional Monitoring, Evaluation and Learning Advisor

The DRC regional office has an oversight and support function, in order to maintain a high degree of accountability and to support a constant strategic development to ensure that programmes remain relevant.
Under the DRC strategy version 2015, DRC globally, as well as DRC Horn of Africa and Yemen is committed to strengthen its operational and programmatic profile.
With reference to this objective, key outputs have been developed and defined, including specific reference to Monitoring, Evaluation and Learning (ME&L) in DRC.

The Regional ME&L Advisor will be responsible for developing and maintaining regional level M&E system in accordance with DRC minimum standards for M&E and DRC evaluation policy framework.

Requirements:
Minimum 5 years of technical experience in Monitoring, Evaluation and Learning in a senior programmatic capacity;
Demonstrated understanding & experience with M&E within complex international development context;
Master’s degree in fields related to organization learning, international development, or M&E;
Excellent written and oral communication skills;
Well organized and has a capacity for initiative and decision making with competent analytical and problem solving skills;
Ability to work independently and as a team player with demonstrated leadership and participatory manner;
In-depth knowledge of HoA context;
Willingness to travel extensively within the region.

Management Information System (MIS) Officer
(Nairobi based with regular travel to Somalia)

The Management Information System (MIS) Officer will assist Return Consortium Coordinator (UNHCR) to enhance the accountability of RC operations in Somalia.
He/she will receive and classify SMS from communities which are generated through the Beneficiary Feedback System and will support data collection, data entry and data analysis related to the RC and partners.

Required skills & education
  • Minimum of Diploma in Information technology.
  • A minimum of 2 years’ experience in a middle level management capacity in humanitarian or development programs with an orientation of ICT areas.
  • Knowledge and experience in participatory approaches and tools for data collection, analysis, community planning, monitoring and evaluation.
  • Knowledge in humanitarian accountability
  • Proficiency in written and spoken English is required and proficiency in written and spoken Somali is preferred.
  • Extensive and proven experience in engagement with diverse audiences using appropriate tools targeting return beneficiaries, staff, senior managers and (externally) donors, general public and peer agencies in meetings, symposia or workshops.
  • Experience in capacity building and in facilitating trainings.
  • Good command of computer programs and applications.
