Organizational Setting
This position is located in Nairobi Kenya, and will serve all FAO offices based in Kenya (FAO-Kenya, FAO Somalia, and REOA), and all field offices based in Somalia (Mogadishu, and other sub-offices in Hargeisa, Garowe, Bossaso, and Dollow). The incumbent will dedicate 40% of his/her time to FAO Kenya security-related matters and 60% of his/her time to FAO Somalia security-related matters.
Reporting Lines
The Field Security Officer reports to the FAO Representatives for FAO Somalia and FAO Kenya.
Technical focus
Manage all security-related matters and act as the primary security focal point for management and staff in both Kenya and Somalia.
Key Results
Safety and security of all FAO staff, eligible dependents, eligible partners and contractors, resources, assets, programs and projects in Somalia and Kenya.

Key Functions
- Monitors the security environment in Kenya and Somalia, and provide timely and accurate security advice to the FAOR for Somalia and Kenya, including information regarding compliance with United Nations security policies, practices and procedures;
- Ensures the best protection of FAO staff and dependents, assets and facilities in accordance with provisions of the UNSMS;
- Strengthens the security arrangements of FAO facilities by professional security and contingency planning, and in close cooperation with UN Department of Safety and Security (UNDSS) coordinate 24/7 response to all security-related incidents involving FAO staff and assets;
- Coordinates safety and security-related activities with UNDSS Somalia and Kenya, security focal points of other agencies and humanitarian partners, and liaises with local authorities responsible for security;
- Conducts periodic Minimum Operating Security Standards/Minimum Operating Residential Security Standards (MOSS/MORSS)
- Assesses FAO facilities, missions and residences , provides advice on shortfalls and recommends improvements and sol utions;
- Provides FAO staff, , with security briefings, situation reports and other appropriate security-related information and training;
- Reports all security and safety related incidents involving FAO staff and assets to the FAORs for Somalia and Kenya as well as to the FAO Field Security Unit (DDOS) and Administrative Services Division (CSA) at HQ; Specific Functions
- Undertakes field security missions to FAO operations in the area of responsibility and conducts security assessments to determine the level of risk to FAO operations; identifies and implements appropriate risk mitigation measures;
- Participates in an observer capacity in the Kenya and Somalia Security Management Team meetings and provides all necessary assistance to FAOR Kenya and Somalia on security-related matters in Somalia and Kenya; advices the Security Management Teams through the FAOR on particular security-related concerns of the Organization;
- Participates as a member of the Kenya and Somalia Security Cell, and provides advice on particular FAO concerns regarding security of the Organization’s operations;
- Ensures that security-related issues, including security support and security risk management, are fully incorporated and integrated into all levels of FAO operational activities in Mogadishu and contributes to increased operational output;
- Supervises security equipment and personnel, including inventory, extended training and performance of Security Officer, Local Security Assistants, security contractors, guards and security escorts personnel;
- Ensures that Country Office management is briefed on security requirements and provides adequate resources including communications equipment, vehicle emergency equipment and personal security safeguards as necessary ;
- Establishes and maintains contacts with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders.

Minimum Requirements
Minimum Requirements
- Advanced university degree in security management, security studies or other relevant field. A military or police diploma with a combination of extensive relevant experience in security management in conflict or post-conflict environments may substitute a formal university degree
- Seven years of relevant experience in the military, police services, including at least 3 years at the international level in high-risk/conflict environments
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions is desirable
- Extent and relevance of experience communications equipment operation, including Very High Frequency /High Frequency/Satellite /other; First Aid, and operation of security screening equipment
- Extent and relevance of experience in analysing and managing security-related threats and risks to personnel and assets
- Extent and relevance of experience in security management in conflict/post-conflict environments, preferably with the UN or International NGOs
- An armoured vehicle driving license is an advantage
