Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Urban Planning and Design Branch (UPDB), Climate Change and Planning Unit (CCPU). Under the direct supervision of the Coordinator, UPDB and the general guidance of the Director, Programme Division, the incumbent will be responsible for the following: Responsibilities
Management and Coordination:
Establishing and maintaining a systematic and comprehensive financial reporting and monitoring system.
Providing inputs to annual and biannual sub-programme work plans.
Coordinating activities related to budget funding and preparing related documents/reports.
Providing work direction to assigned work team and supervising the Unit staff.
Develop products and services on cities and climate change:
Providing support in the design and development of partnership instruments for the Cities and Climate Change Initiative (CCCI) and Low Emission Urban Development Strategies (Urban LEDS) initiative.
Supporting the planning and implementation of networking activities, expert group meetings and seminars and preparing issue papers for workshops and meetings.
Supporting the development of action plans.
Providing technical input for development of stakeholder analysis tools, situational assessment tools and governance assessment tools.
Providing technical input towards the design and implementation of demonstration projects.
Providing technical support towards the design and development of advocacy materials and activities.
Undertaking backstopping and representation meetings.
Resource Mobilization:
Coordinating implementation of Governing Council (GC) Resolutions.
Supporting additional resource mobilization initiatives.
Promoting synergy within UPDB and with other UN system organizations:
Coordinating the development, implementation and periodic review of UN-Habitat’s cross cutting climate change.
Engaging with UN processes related to climate change.
Coordinating activities under the ‘One UN’ and UNDAF country level assistance frameworks.
Performing any other relevant duties as may be assigned.
Competencies
PROFESSIONALISM: Expert knowledge in ‘Sustainable Urban Development’ in general and in ‘Cities and Climate Change’ in particular. Proven ability to produce reports and papers on technical issues for a variety of audiences. Ability to review and edit the work of others. Ability to negotiate with high-level Government and multi-and bilateral technical or funding agency officials. Good understanding of urban social dynamics and urban governance systems in developing countries. Good understanding of linkages between urbanization and climate change. Flexibility and ability to work under pressure against deadlines. Ability to present and debate in high level public events.
COMMUNICATION: Excellent drafting ability and communications skills, both oral and written; proven ability to communicate complex concepts orally; ability to prepare written reports that are clear, concise and meaningful.
CLIENT ORIENTATION: Ability to identify clients’ needs and propose appropriate solutions as well as establish and maintain effective relationships with outside collaborators and other contacts.
JUDGEMENT/DECISION-MAKING: Mature judgment and initiative, imagination and resourcefulness, energy and tact; proven ability to provide strategic direction, to plan and establish priorities, and to ensure an effective work structure to maximize productivity and achieve goals.
Education
Advanced university degree (Master’s degree or equivalent) in social sciences, urban planning or related area. A first university degree with combination of two years professional and academic qualifications by be accepted in lieu of the advanced degree.
Work Experience
A minimum of 7 years of progressively responsible experience in urban development planning, project management or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. At least 4 years experience at the international level is desirable. Familiarity with UN policies, procedures and practices including those relevant to technical cooperation projects would be a strong advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of French and/or Spanish is an asset.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
