Consultancy to Develop Kilifi County Performance Management System

The County Government of Kilifi has embraced performance management system in order to improve the quality of life for all the residents of Kilifi and service delivery.
This is pursuant to the provisions of the Constitution of Kenya 2010, and the County Government Act 2012.

The Performance Management System will ensure enhancement of Performance and Public Service productivity for efficiency and effectiveness.



The County Government of Kilifi therefore intends to appoint professional experts to design and implement The Performance Management System (PMS) and The Performance Appraisal System (PAS) and ensure the complete integration of the process.

The Consultancy will be responsible to deliver the following key tasks and deliverables including but not limited to:
A functional, legally compliant and multi-year (3years) maintained performance management system (PSM) and Performance Appraisal System (PAS);
A Performance Management Policy Framework;
Alignment and development of an annual implementation and development plan (AIDP);
Developing performance scorecards and performance contracts for individuals;
Implementing an electronic PMS (catering for at least 30 users) that is aligned to the CIDP, Strategic plans, AIDP and budget; and
Quarterly and annual performance reviews and reporting.
Interested bidders are required to submit Technical Proposal and Financial proposals sealed in separate envelopes clearly marked.

All the proposals must be enclosed in one bigger envelop clearly marked with the Tender Number as stated in the particular tender document and be deposited in the TENDER BOX located at the office of the Deputy Governor and be addressed to:

So as to reach on or before 26th February, 2015 at 10.30 am late bids will be returned un-opened.

Tenders will be opened immediately in the presence of the tenderers or their representatives who choose to attend at the Boardroom located at the office of the Deputy Governor.
