Senior Finance Specialist: Sector Investment Plan for the Sanitation Sector
Short Term Consultancy, Nairobi, Kenya
The Water and Sanitation Program (WSP) is part of the World Bank Group’s Water Global Practice and is a multi-donor partnership to support poor people in obtaining affordable, safe, and sustainable access to water and sanitation services.
WSP seeks to locally recruit a Senior Finance Specialist in Nairobi, Kenya.
This is a short term consultancy contract for up to 100 days.
Background of Assignment: Kenya has made commitments to improve financing of water, sanitation and hygiene through development of financing investment plan for water, sanitation and hygiene that is integrated into the national medium term expenditure framework, and to set specific investment targets for 2014-2016 financial years.
In this regard, WSP seeks to recruit a senior national consultant whose principal tasks will be to:
Prepare a Sector Investment Plan for the sanitation sector that conforms to the Constitution of Kenya 2010 and that will enable the sector realize its targets and commitments as per the Kenya Environmental Sanitation and Hygiene Policy 2015-2030, The National Environmental Sanitation and Hygiene (NESH) Strategy 2015-2020, School Health Policy, ODF Kenya Roadmap 2018 and various plans, including Vision 2030, the MDGs and the SDGs.
Cost the National Environmental Sanitation & Hygiene (NESH) Strategy (under development & finalization) and ODF roadmap.
The assignment will adopt highly consultative and participatory approaches involving document
reviews, key informant interviews, and national and regional consultative and validation workshops.Selection Criteria
A Master’s degree in Financing, Economics, or other relevant field
At least 8 years’ experience in the financial/economic sector
Knowledge of the Constitution of Kenya (2010), devolution and its implications for WSS [Water Supply and Sanitation] service delivery
Knowledge of public service reforms; government policies and regulations; understanding of devolution in Kenya
Understanding of the water, sanitation & hygiene sector in Kenya and linkages to financing
Excellent interpersonal and teamwork skills communication and report writing skills in English
Track record of delivering on self-managed work.
