Baseline Survey
Background: Maji na Ufanisi (MnU) is a membership based Kenyan Non-Governmental Organization which has been in operation for the last 15 years.
The organization was established in 1998 with a view to taking over the programmes which were formerly being implemented by Water Aid (UK) in Kenya, when the latter decided to close its offices in Kenya in 1996.
Since inception MnU has been directly involved in the implementation of water and sanitation interventions at different spatial and organizational levels.
This has been through direct implementations of Water and Environmental Sanitation programs, nurturing Community Based Organizations on technical implementation of WASH models alongside hosting of national and regional programs, specifically the Africa civil society Network on water and Sanitation (ANEW) and the Civil Society Urban Development Programme.
The Mission of MnU is to improve the quality of life of the disadvantaged through participatory innovative pro-poor water and environmental sanitation solutions.
MnU through financial support from Danish People Aid (DPA) will implement a three-year project in Mombasa and Taita Taveta Counties titled; ‘Strengthening citizens’ influence on WASH in the newly devolved governance system’.
Through this project MnU will work with duty bearers and rights holders in the two Counties on WASH and Good Governance issues.
Objectives of the Project
The overall development objective of the project is to contribute to an improved quality of life of the disadvantaged through improved WASH services in the two Counties.
Immediate Objective 1: Rights holders in the two counties empowered to actively participate in and influence county WASH planning processes, including relevant WASH county bills.
Immediate Objective 2: Rights holders in two counties empowered to demand accountability in the county’s delivery of WASH services.
Immediate Objective 3: Duty bearers have an improved understanding of their roles and responsibilities within the devolved governance system with regards to inclusive planning and delivery of WASH services
Objectives of the Baseline Survey
The objectives of this baseline study will include the following;
To generate qualitative and quantitative data that determines the initial/baseline status of the project output indicators in each County.
To generate information that will inform MnU on overall project intervention as well as shape policy direction within the two Counties.
To produce a reliable and comprehensive report focusing on WASH governance and advocacy themes.
Methodology: To undertake the baseline survey mixed methods of data collection will be utilized including but not limited to desk reviews, household interviews and key informant interviews with stakeholders that include County government officials of the 2 Counties, local leaders, community members, school administrators, and other willing residents.
Data to be collected
The baseline assessment will collect data spread across governance and devolution thematic areas.
The expected data will include but not limited to the following general suggestions;
Preamble data on socio-economics and environmental situation. (NB: Data on Gender and HIV & AIDS are cross cutting therefore they should be incorporated on all survey items/questions)
Devolution issues in the two counties including assessment of the devolved functions. The perceptions of duty bearers and rights holders on devolution and their opinions should also be documented.
Water and sanitation data for rural and urban residents as well as schools in both counties. Gender roles segregation in water management should be analysed.
WASH Stakeholder analysis in both counties.
Water governance issues – national policies and legislation and how these are mainstreamed in county bills or plans
Knowledge and awareness of human rights (general) and WASH rights specifically among the rights holders in both counties.
Space of water and sanitation in county integrated development plans (CIDPs) of both counties.
The participation of rights holders in County budgeting forums, and or any other development planning forums.
Acountability mechanisms in both counties and advocacy systems in place to promote or check these mechanisms.
The roles of NGOs, CBOs, and Faith Based Organizations in governance at the 2 counties.
Budget prioritizations by counties; WASH budgets and how counties cover deficits.
Public private partnerships in relation to water provisions and management of water infrastructure
Structures for inter and intra county platforms
Timelines and Evaluation Deliverables
The assignment is expected to be completed within 15 days from the date of commencement.
The specific deliverables expected from the consultant include the following:
Inception Report: The proposed approach to achieve the baseline data collection for each of the counties, team members and their profiles; proposed work plan to accomplish the assignment in a shortest time
Draft Evaluation report. This will present the evidence found on the baseline themes, questions and criteria listed on the ToR. Supporting data can be annexed to the report to complement the report. The recommendations will be evidence based (with references the findings) relevant, focused, clearly formulated and actionable.
The draft report will be shared immediately with Maji na Ufanisi to verify that it meets quality standard and to give feedback for revision and other comments to be incorporated. NB; the baseline Team is fully responsible for the preparation of its independent report which may not reflect the views of Maji na Ufanisi.
Final Evaluation Report- The final report which will incorporate the feedback / comments from Maji na Ufanisi and DPA.
Ownership of Data and information
The ownership of data and information rest in Maji na Ufanisi and the consultant is expected to observe due diligence.
The generated data and information should not be offered to third parties outside Maji na Ufanisi during and after the contract.
Consultant Qualification
A Masters degree or higher from recognized University
Wide experience on Governance and Devolution processes in Kenya
Experience in conducting surveys and presentation of comprehensive reports.
Knowledge of National and County functions
Meets and provides proof of legal requirements including registration, VAT etc
Technical Proposal
The consultant will submit a technical proposal and a separate financial proposal.
The following components must be included;
Consultant understanding of the TOR
Clear and detailed work plan including Gantt chart on the specific components to be undertaken by the consultant and limited to the set time frame.
Evidence of past work
Names, addresses, telephone and emails of 3 referees
Financial Proposal
An itemized and detailed budget including consultancy fees for data analysis and report production, the proposed terms and schedule of payment for the services (please note MnU will not pay in advance unless a standard bank guarantee is provided)
How to Apply
