The Lutheran World Federation / Department for World Service, Kakuma Project hereby invites applications from suitably qualified Kenyan citizens for the following vacant position.


Job Description: Senior PME & Accountability Officer, KakumaAssigned to the LWF/DWS Kakuma Refugee Assistance Project based at Kakuma Refugee camp in Turkana County, North-Western Kenya.

Purpose of the position: The Senior PME&AO take lead in two key areas. These include being overall responsible for the processes of Project Monitoring, Evaluation, Reporting, Learning and Documentation for LWF activities in Kakuma operation.
On the accountability and quality assurance function, the officer will be responsible for leading the mainstreaming of LWF/DWS accountability system in line with the LWF global and Regional policy documents in the same region.

Reporting: The incumbent reports to the Project Coordinator on Program issues and the Sub Program Manager on specific issues of Accountability and Complaints.

Key Responsibilities


A. PMERLD functions
Oversee the implementation and roll out of the PMERL framework, organize and facilitate quarterly write-shops, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops
In collaboration with Program colleagues in Kakuma, Support in developing and refining data collection tools and processes in line with the PMERLD framework
Support existing/future data analysis and reporting system to ensure that data that is collected, analysed and available in a user friendly manner.
Regularly provide progress report on the Country Operational Program Plan using the COPP Progress Indicator Monitoring tool
Network with peers partner agencies for cross and continuous learning and share these learning with the Sub Program Management Team and the Program Unit
Provide technical guidance on all M&E related issues during the entire project cycle including formulation of SMART outcome and impact indicators
Develop a plan for project-related capacity-building and mentoring on M&E specific issues for national, incentive and community structures
B. Accountability and Quality Assurance function
To lead in the adoption and application of LWF/DWS and ACT Alliance policies, guidelines and action plans for accountability to Disaster Affected Persons (DAPs)
Strengthen the Complaints and Response Systems in all sectors and components including maintaining a complaints database and manage the complaints referral system; at the same time receive complaints from POCs, partners and staff and channel them to relevant offices and staff for redress and feedback
Design and facilitate appropriate training and capacity development sessions for staff and PoCs to address capacity gaps in implementing effective accountability and HAP Benchmarks, Sphere standards, UN Standards, Government Standards and Other Commonly embraced Humanitarian principles and Standards.
Present timely reports on key trends as far as HAP from focus groups are concerned and documenting the results, outcomes and impacts of LWF/DWS accountability initiatives
Maintain a file containing situation reports and updates, human interest stories, photographs and other reports as may be requested for purposes of communicating and documenting LWF/DWS accountability efforts and results
Identify learning points across the range of work carried out and identify opportunities to share this learning through meetings, workshops, reports etc
Build the capacity of national and incentive staffs in accountability system 8. Perform any other duties and responsibilities assigned by the supervisor or designate.
Professional qualifications and personal attributes
University degree in Sociology, Law, Education, Human Rights, Disaster Response and Management, Project Management or a protection related field. An advance degree in related areas will be an added advantage.
Professional experience and training as a trainer, teaching or quality and standards control is required.
Excellent planning, analysis, and training design and facilitation skills;
Strong inter-cultural and interpersonal skills
Excellent Photography and computer skills, particularly in Microsoft Word, Excel and Internet
Experience
At Least Three years’ experience in setting up and/or managing M&E and accountability, protection or capacity building projects in refugee or internally displaced person (IDP) settings in a reputable international NGO.
Experience working in difficult areas with basic social amenities, demanding security considerations and long and irregular working hours would be an added advantage
Working Knowledge of Humanitarian and Accountability standards e.g HAP, CRM, SPHERE, RBA CoC among others.
